HomeMy WebLinkAboutw - December 5, 2018 COWCOMMITTEE OF THE WHOLE MEETING December 5, 2048 The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 5:00 p.m. in the Council Chambers. Present: Councilmembers Dixon, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Absent: None. Approval of Minutes Councilmember Dixon made a motion, seconded by Councilmember Martinez, to approve the minutes of the November 28, 2018, regular meeting. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. 2019 Budget and Three -Year Financial Plan City Manager Kozal outlined follow up budget items for discussion including the River Boat Fund and the Central Area TIF Fund. Councilwoman Powell proposed using a portion of the maintenance fund for the Fox River Country Day School property to fund the historical rehabilitation grants. There was discussion regarding the projects that were proposed in 2019 for maintenance at the Fox River Country Day School including roadway and roof repairs. Also discussed was how TIF funds can be used and the restrictions for homes in the historic district. Councilmember Powell made a motion, seconded by Councilmember Dixon, to move $100,000, from the Riverboat Fund, earmarked for the maintenance fund for the Fox River Country Day School property to fund historical rehabilitation grants outside the Central Area TIF. Upon a roll call vote: Yeas: Councilmembers Dixon, Martinez and Powell. Nays: Councilmembers Gavin, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Motion failed. There was discussion regarding the timeline for the Dundee Avenue intersection improvements. Also discussed was the pavement rating process, the need for an engineering study, prioritizing long term capital projects, and the issuance of bonds. Councilmember Powell made a motion, seconded by Councilmember Shaw, to redirect $200,000 from the Central Area TIF Fund to conduct a phase one engineering study for Dundee Avenue. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Reconvene Councilmember Dixon made a motion, seconded by Councilmember Steffen, to reconvene the Committee of the Whole meeting. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Consideration of Engineering Service Agreements for the Review of Engineering Submittals Councilmember Steffen made a motion, seconded by Councilmember Shaw, to authorize staff to enter into agreements with engineering consultant firms to assist in the review of civil engineering site and subdivision plans for conformance with the City of Elgin Municipal Code, the City of Elgin Engineering Standards and the adopted Kane County Storm Water Ordinance with amendments. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Consideration of Fire Protection Agreements with Illinois Tool Works, DSM Desotech and St. Charles Properties Councilmember Gavin made a motion, seconded by Councilmember Martinez, to approve fire protection agreements with Illinois Tool Works, DSM Desotech, and St. Charles Properties with a revenue of $67,598. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Consideration of Contract with Advocate Sherman Hospital for Medical Examinations and Other Related Medical Services Councilmember Powell made a motion, seconded by Councilmember Steffen, to award a contract to Advocate Sherman Hospital in the amount of $36,170 to ensure the health and safety of fire department employees through medical examinations and other medical services. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Committee of the Whole December 5, 2018 Page 3 Consideration of Renewal Agreement with Box, Inc. for Cloud -Based Data Storage and Document Management Platform There was a discussion regarding the benefits of cloud solutions, the product's compatibility with Salesforce, and other available options. Also discussed were the number of users and the amount of storage used currently. Councilmember Powell made a motion, seconded by Councilmember Shaw, to approve the renewal agreement with Box, Inc. in the amount of $210,340 in order to maintain a cloud -based data storage and document management solution that integrates with existing City cloud services and desktop applications. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Consideration of Proposed Ordinance Providing for the Continuation of Regulations for the Abatement of Nuisance Activities in the Center City Business District, Public Parks and Other Recreational Areas and Facilities within the City There was discussion regarding the impact of the ordinance, the feedback from downtown businesses, and if the ordinance is unconstitutional. Councilmember Gavin made a motion, seconded by Councilmember Martinez, to approve moving forward with the adoption of the proposed ordinance providing for the continuation of regulations for the commission of nuisance activities within the city and related regulations. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Announcements from Council No announcements.
