HomeMy WebLinkAboutu - November 7, 2018 COWCOMMITTEE OF THE WHOLE MEETING November 7, 2018 The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 6:00 p.m. in the Council Chambers. Present: Councilmembers Dixon, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Absent: None. Approval of Minutes Councilmember Gavin made a motion, seconded by Councilmember Martinez, to approve the minutes of the October 24, 2018, regular meeting. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Proposed 2019 Budget and Three -Year Financial Plan City Manager Kozal provided an introduction to the proposed 2019 Budget and Three -Year Financial Plan. It was noted that due the previous spending cuts and changes to revenue diversification the proposed budget again includes a flat property tax levy. There was a proposal for staffing increases including three part-time positions in the Police Department to address social services and crisis intervention and a position in information technology. Future budget discussions would include presentations on proposed projects such as the Dundee and Summit intersection, site remediation on Grove Avenue, and the replacement of streetlights to LED lights. Consideration of Fire Sprinkler Assistance for Residential Conversions Grant at 19-21 Douglas Avenue Councilmember Gavin made a motion, seconded by Councilmember Steffen, to approve the Fire Sprinkler Assistance for Residential Conversion Grant Program award $27,891 for two, second - floor apartments at 19-21 Douglas Avenue which encourages downtown property owners to convert the upper stories of existing buildings into residential dwelling units. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Committee of the Whole November 7, 2018 Page 2 Consideration of Change Order 1 and Final with F.H. Paschen for Police Facility Exterior Cleaning and Painting Councilmember Powell made a motion, seconded by Councilmember Dixon, to approve Change Order 1 and final to the contract with F. H. Paschen in the amount of $47,094 for maintenance and cleaning of the masonry on the exterior of the building and painting of all exterior steel surfaces of the Police Facility. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Consideration of Resolution Establishing a Schedule of City Council Meetings for 2019 Councilmember Shaw made a motion, seconded by Councilmember Martinez, to establish a schedule of City Council meetings for 2019 to comply with requirements of the Open Meetings Act. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Announcements from Council Councilmember Powell congratulated all of the candidates from the November 6th Election. She also thanked all those who ran for office and those that voted. Mayor Kaptain announced an event sponsored by the Elgin Triad being held on November 8, 2018, at the Centre honoring local veterans. He also announced the Veteran's Day service being held on Sunday November 11, 2018, at 11:00 a.m. The event will commemorate the 100tn anniversary of the end of World War I. Announcements from Staff Molly Center, Management Analyst in the City Manager's Office, announced upcoming city events. Adjournment Councilmember Gavin made a motion, seconded by Councilmember Steffen, to adjourn and go into the Executive Session for the purpose of discussing the following matters. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
