October 10, 2018
The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 6:10 p.m.
in the Council Chambers. Present: Councilmembers Dixon, Gavin, Martinez, Powell,
Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Absent: None.
Approval of Minutes
Councilmember Gavin made a motion, seconded by Councilmember Dixon, to approve the
minutes of the September 19, 2018, special meeting. Upon a roll call vote: Yeas:
Councilmembers Dixon, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor
Kaptain. Nays: None.
Councilmember Shaw made a motion, seconded by Councilmember Steffen, to approve the
minutes of the September 26, 2018, regular meeting. Upon a roll call vote: Yeas:
Councilmembers Dixon, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor
Kaptain. Nays: None
Consideration of 2019 Health Insurance Program with Blue Cross Blue Shield of Illinois
There was discussion regarding the cost, value of the benefit, and potentially revising the opt -out
policy.
Councilmember Gavin made a motion, seconded by Councilmember Martinez, to enter into a
twelve month, fully -insured contract with Blue Cross Blue Shield of Illinois to provide health
insurance for employees, retirees and their dependents in the amount of $10,874,260 for active
employees and $1,618,000 for retired employees. Upon a roll call vote: Yeas: Councilmembers
Dixon, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays:
None.
Consideration of Contract with Imaging Office Systems, Inc. to Convert Microfilm to
Digital Imaging
Councilmember Powell made a motion, seconded by Councilmember Steffen, to approve a
contract with Imaging Office Systems, Inc. in the amount of $77,637 to convert all microfilm
which currently stores police and booking reports, to digital media eliminating the need for an
aging microfilm machine and it will allow multiple users access to the microfilm at the same
time, increasing efficiencies. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin,
Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.

Consideration of Engineering Services Agreement with Burns and McDonnell Engineering
Company, Inc. for the River Intake Improvements Proiect
Councilmember Dixon made a motion, seconded by Councilmember Steffen, to award a contract
to Burns and McDonnell Engineering Company, Inc. in the amount of $194,690 to provide
engineering services in order to evaluate the current river intake at the Leo Nelson Riverside
Water Treatment Plant and provide recommendations for future improvements. Upon a roll call
vote: Yeas: Councilmembers Dixon, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen,
and Mayor Kaptain. Nays: None.
Consideration of Agreement with O'Brien & Gere Engineers, Inc. for Environmental
Remediation Services for 464 McBride Street and 520 McBride Street
Councilmember Powell made a motion, seconded by Councilmember Steffen, to enter into the
proposed agreement with O'Brien & Gere Engineers, Inc. in the amount of $1,044,305 to
complete the environmental remediation of the City -owned properties at 464 McBride Street and
520 McBride Street in order to continue to process the property through the State of Illinois Site
Remediation Program. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Martinez,
Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
Persons Experiencing Homelessness in Elgin —Issue Overview and City -Coordinated
Assistance Initiatives
Chief of Police Ana Lalley presented information on persons experiencing homelessness and the
police department's outreach efforts. A copy of the presentation is on file in the City Clerk's
office. Chief Lalley provided information regarding the types and causes of homelessness. She
then outlined current services including CAMPS, FUSE, and SOAR. There was discussion
regarding access to identification, total number of residents experiencing homelessness, and the
types of services that are needed.
Betsy Benito, the Illinois Director of the Corporation for Supportive Housing (CSH), provided
information on the CSH organization and its work in the community with local social service
agencies and care providers. She provided the preliminary findings of the CSH's Frequent
Utilizers of Services Engagement (FUSE) initiative report. She stated that assessments were
conducted but no individuals were assessed. CSH would continue working with local agencies
to determine the needs of the homeless and work to provide supportive housing. There was
discussion regarding the demographics related to the homeless population and the data that the
initial assessments provided.

YWCA Elgin Take 2 Creative Camp Presentation
Julia McClendon, CEO of the YWCA, introduced Take 2 Creative Camp, a summer program for
students. The program provided them a safe environment during the summer, a chance to meet
their peers and an opportunity to learn new skills. The program focused on teaching teens how to
use technology to explore their creativity and become confident in voicing their opinions on
multiple platforms as well as develop skills to apply to their everyday life. The students created a
video entitled, "To Whom It May Concern: Student Letters", and they shared the final product
with the council. In the video each teen wrote a letter about what it feels like to be a student in
the United States surrounded by school shootings.
The students were asked what the city council could do to assist them and what they got out of
participating in this program.
Announcements from Council
Councilmember Martinez congratulated Damon Duncan, from the Elgin Housing Authority, for
his work in obtaining grant funds through the HUD -Veterans Affairs Supportive Housing
Program. The program has awarded $114,125 to the Housing Authority of Elgin.
Councilmember Martinez also commented on the Police Department's Breast Cancer awareness
program.
Councilmember Dixon expressed his condolences to the family of Elgin Sharks Coach Bob
Pleticha.
Announcements from Staff
Molly Center, Management Analyst in the City Manager's Office, announced upcoming city
events.

Adiournment
Councilmember Steffen made a motion, seconded by Councilmember Dixon, to adjourn the
meeting. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Martinez, Powell,
Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
