HomeMy WebLinkAboutr - September 26, 2018 COWCOMMITTEE OF THE WHOLE MEETING September 26, 2018 The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 6:00 p.m. in the Council Chambers. Present: Councilmembers Dixon, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Absent: None. Approval of Minutes Councilmember Dixon made a motion, seconded by Councilmember Martinez, to approve the minutes of the September 12, 2018, regular meeting. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Consideration of Renewal of Liability, Crime and Workers' Compensation Insurance Programs for the Period October 1, 2018 through September 30, 2019 A resolution will be presented at the City Council meeting for adoption in order to protect the City's financial resources and provide liability, crime and workers' compensation insurance. Consideration of Engineering Agreement with HR Green, Inc. for Drainage Study at 1465 Royal Boulevard A resolution will be presented at the City Council meeting for adoption in order to investigate existing drainage conditions and provide potential alternatives to reduce or alleviate flooding at the intersection of Royal Boulevard and Adeline Avenue. Consideration of Illinois Department of Transportation Sustained Traffic Enforcement Program Grant for Occupant Protection and Impaired Driving Enforcement A resolution will be presented at the City Council meeting for adoption in order to partner with the Illinois Department of Transportation to continue to provide safer roadways through occupant protection and impaired driving enforcement. Elgin Area Convention and Visitors Bureau Presentation Krisilee Murphy, Executive Director of the Elgin Area Convention and Visitors Bureau, presented the 2018-2019 marketing plan for the Bureau. A copy of the presentation is on file in the City Clerk's office. Ms. Murphy highlighted the Bureau's economic impact, the new website, their digital media campaign, and the increase to hotel occupancy rates. Committee of the Whole September 26, 2018 Page 2 There was discussion regarding the Bureau's goals, reaching other markets beyond sports tournaments, and partnerships with other local agencies such as the Chamber of Commerce and the Downtown Neighborhood Association. Adjourn to the City Council Meeting Councilmember Gavin made a motion, seconded by Councilmember Martinez, to adjourn and go into the City Council meeting. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Reconvene Councilmember Shaw made a motion, seconded by Councilmember Gavin, to reconvene the Committee of the Whole meeting. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Public Hearing and Consideration of Naming of the "Edward Schock Centre of Elgin" Mayor Kaptain declared the public hearing open. Councilmember Powell noted what an advocate and leader former Mayor Schock was, as well as his role in the development of the Centre of Elgin. Councilmember Gavin provided his experiences on the city council with former Mayor Schock. George Rawlinson stated he brought the idea to rename the Centre of Elgin forward and outlined the reasons he felt it was appropriate to honor Edward Schock. Mike Warren spoke about his service with former Mayor Schock and the vision he had to bring amenities, like the Centre, to Elgin. Mayor Kaptain declared the public hearing closed. Councilmember Gavin made a motion, seconded by Councilmember Martinez, to approve moving forward with renaming the "Centre of Elgin" to the "Edward Schock Centre of Elgin" to honor Edward Schock's leadership and extraordinary commitment to the community. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Committee of the Whole September 26, 2018 Page 3 Consideration of Ride in Kane Program with Pace Councilmember Powell made a motion, seconded by Councilmember Gavin, to approve agreements to fund the City's contribution to the Ride in Kane Program in conjunction with Pace in an amount not to exceed $50,000. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Announcements from Council None. Announcements from Staff Molly Center, Management Analyst in the City Manager's Office, announced upcoming city events. Adiournment Councilmember Gavin made a motion, seconded by Councilmember Martinez, to adjourn and go into the Executive Session for the purpose of discussing the following matters. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
