September 12, 2018
The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 6:00 p.m.
in the Council Chambers. Present: Councilmembers Dixon, Gavin, Martinez, Powell,
Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Absent: None.
Approval of Minutes
Councilmember Steffen made a motion, seconded by Councilmember Gavin, to approve the
minutes of the August 22, 2018, regular meeting. Upon a roll call vote: Yeas: Councilmembers
Dixon, Gavin, Martinez, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
Councilmember Powell abstained.
Councilmember Shaw made a motion, seconded by Councilmember Steffen, to approve the
minutes of the August 29, 2018, special meeting. Upon a roll call vote: Yeas: Councilmembers
Dixon, Gavin, Martinez, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
Councilmember Powell abstained.
Consideration of Agreement with School District U-46 for Continuation of School Resource
Officers
A resolution will be presented at the City Council meeting for adoption regarding providing a
police presence within schools to promote student and staff safety and security.
Consideration of Extension to Local Agency Agreement with the Illinois Department of
Transportation for the Elgin Bikeway Route 4 Phase I
Councilmember Powell made a motion, seconded by Councilmember Steffen, to execute
documents for the extension of the local agency agreement with the Illinois Department of
Transportation for Elgin Bikeway Route 4 in order to enhance the community's infrastructure
and safety by providing bike paths. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin,
Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.

Consideration of Amendment to a Multi -County Municipality Intergovernmental
Agreement with the Metropolitan Water Reclamation District of Greater Chicago for its
Watershed Management Ordinance
Councilmember Gavin made a motion, seconded by Councilmember Martinez, to execute the
amendment to a Multi -County Municipality Intergovernmental Agreement between the City of
Elgin and the Metropolitan Water Reclamation District of Greater Chicago to continue
administering the Kane County Stormwater Management Ordinance throughout both Kane and
Cook Counties. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Martinez, Powell,
Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
Announcements from Council
Councilmember Dixon announced the birth his daughter on August 30, 2018.
Councilmember Martinez thanked those that attended Mexico en la Corazon, featuring music
and dance styles representative of Mexico. The event was held on September 2nd at the
Hemmens Cultural Center. She also thanked staff for their work in making this event successful.

Laura Valdez -Wilson, Assistant City Manager, announced upcoming city events.
Adiournment
Councilmember Gavin made a motion, seconded by Councilmember Steffen, to adjourn and go
into the Executive Session for the purpose of discussing the following matters. Upon a roll call
vote: Yeas: Councilmembers Dixon, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen,
and Mayor Kaptain. Nays: None.
Establishment of Reserves or Settlement of Claims as Provided in the Local
Governmental and Governmental Employees Tort Immunity Act - Exempt Under
Section 120/2(c)(12) of the Open Meetings Act
Discussion of Minutes of Meetings Lawfully Closed Under This Act - Exempt
Under Section 120/2(c)(21) of the Open Meetings Act
