HomeMy WebLinkAbouto - August 8, 2018 COWCOMMITTEE OF THE WHOLE MEETING August 8, 2018 The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 6:00 p.m. in the Council Chambers. Present: Councilmembers Dixon, Dunne, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Absent: None. Approval of Minutes Councilmember Shaw made a motion, seconded by Councilmember Steffen, to approve the minutes of the July 25, 2018, regular meeting. Upon a roll call vote: Yeas: Councilmembers Dixon, Dunne, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. 4th of July Recap and Awards Barb Keselica, Special Events and Community Engagement Coordinator, provided information regarding the 4th of July parade including expenses, revenues, number of entries and number of volunteers. She announced the winners for the various categories: Organization went to Gail Borden Public Library; Business went to United Brotherhood of Carpenters Local 363; Youth went to Groupo de Danza Folklorico Quetzaly; and overall winner was Gail Borden Public Library. A copy of the presentation is on file in the City Clerk's office. There was discussion regarding the event's impact on the downtown businesses, the number of residents in attendance, and the sponsorship of the fireworks. Elgin Tower Wins Landmark Illinois' Best Adaptive Use Award Christen Sundquist, Historic Preservation Planner, presented information regarding the Tower Building receiving the Richard H. Driehaus Foundation Preservation Award. A copy of the presentation is on file in the City Clerk's office. Consideration of Economic Development Grant for Private Event Rental Space at Imago Creative Studios There was discussion regarding the funding used to provide this grant for the sprinklers and other projects that have used TIF (Tax Increment Funding) funding. Councilmember Gavin made a motion, seconded by Councilmember Dunne, to approve Committee of the Whole May 4, 2016 Page 2 awarding Central Area TIF funds to Mark and Aimee Novelli of Imago Creative Studios located at 216 Prairie Street in the amount of $40,000 to assist with the cost of a new fire sprinkler system and water service line at an existing downtown business. Upon a roll call vote: Yeas: Councilmembers Dixon, Dunne, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Announcements from Council Councilmember Steffen reminded residents of the upcoming Kiwanis BBQ being held on August 18t' from 4:00 p.m. to 7:00 p.m. in the Sherman Hospital parking lot. Announcements from Staff Molly Center, Management Analyst in the City Manager's Office, announced upcoming city events. Adiournment Councilmember Shaw made a motion, seconded by Councilmember Gavin, to adjourn the meeting. Upon a roll call vote: Yeas: Councilmembers Dixon, Dunne, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
