HomeMy WebLinkAboutn - July 25, 2018 COWCOMMITTEE OF THE WHOLE MEETING July 25, 2048 The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 6:00 p.m. in the Council Chambers. Present: Councilmembers Dixon, Dunne (arrived at 6:08 p.m.), Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Absent: None. Approval of Minutes Councilmember Gavin made a motion, seconded by Councilmember Steffen, to approve the minutes of the July 11, 2018, regular meeting. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Consideration of Consent to Propose Sale of Joint Venture Interests in Elgin Riverboat Resort and the Grand Victoria Casino to a New Joint Venture Entity Controlled by Eldorado Resorts, Inc. Information was provided to the City of Elgin for consideration of granting consent to the proposed sale of the joint venture interest in Elgin Riverboat Resort and the Grand Victoria Casino. A resolution will be presented at tonight's Council meeting for adoption by the City Council. Consideration of Land Use Agreement with the Elgin BMX Riders Association to Operate BMX Track at the Elgin Sports Complex Councilmember Gavin made a motion, seconded by Councilmember Martinez, to approve the agreement with the Elgin BMX Riders Association, Inc. to operate the BMX track located at the Elgin Sports Complex. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Consideration of Agreement with WBK Engineering, LLC for Design Engineering Services for the Rehabilitation and/or Replacement of Two Right-of-Wav Retaining Walls Councilmember Powell made a motion, seconded by Councilmember Martinez, to approve an agreement with WBK Engineering, LLC in an amount not to exceed $54,210 to analyze, design and prepare construction documents for the replacement of two deteriorating right-of-way retaining walls. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Committee of the Whole July 25, 2018 Page 2 Consideration of Engineering Services Agreement with Burns and McDonnell Engineering Company, Inc. for Various Utility Department Proiects Councilmember Powell made a motion, seconded by Councilmember Gavin, to award a contract to Burns and McDonnell Engineering Company, Inc. in the amount of $206,000 in order to provide engineering services for a variety of projects to maintain and improve the city's water treatment facilities and utility infrastructure. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Councilmember Dunne abstained. Consideration of Alignment Collaborative for Education Partnership There was discussion regarding the benchmarks that would be included in the agreement and the financial information for the alignment. Councilmember Steffen made a motion, seconded by Councilmember Martinez, to approve a continued partnership of the Alignment Collaborative for Education initiative in the amount of $20,000 annually, or $60,000 in a three-year period in order to address educational priorities of the community and improve overall workforce readiness. Upon a roll call vote: Yeas: Councilmembers Dixon, Dunne, Gavin, Martinez, Powell, Rauschenberger, Steffen, and Mayor Kaptain. Nays: Councilmember Shaw. Announcements from Council Councilmember Steffen announced the upcoming Kiwanis BBQ being held on August 18th from 4:00 p.m. to 7:00 p.m. in the Sherman Hospital parking lot. Councilmember Martinez congratulated Christy Schmidt, from the Elgin Police Department, who was presented with a Community Hero award given by the FBI Citizens Academy Alumni Association for her outstanding community outreach. Councilmember Dunne reminded residents to yield to emergency vehicles and pullover to give them the right of way. Councilmember Powell thanked everyone involved in the dedication of Saint Francis Park. Announcements from Staff Karina Nava, Management Analyst in the City Manager's Office, announced upcoming city events.
