HomeMy WebLinkAboutk2 - June 13, 2018 COW COMMITTEE OF THE WHOLE MEETING June 13, 2018 The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 6:00 p.m. in the Council Chambers. Present: Councilmembers Dixon, Dunne (attended electronically), Gavin, Martinez, Powell (arrived at 6:10 p.m.), Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Absent: None. Approval of Minutes Councilmember Shaw made a motion, seconded by Councilmember Martinez, to approve the minutes of the May 23, 2018, regular meeting. Upon a roll call vote: Yeas: Councilmembers Dixon, Dunne (no response), Gavin, Martinez, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Sikich LLC Audit Presentation Jim Savio, Partner of Sikich, LLP provided an overview of the 2017 Consolidated Annual Financial Report (CAFR). There was discussion regarding the pension funds and reserve funding levels. 2018 Capital Investment Plan Presentation Mike Pubentz, Senior Engineer, and Molly Center, Communications Specialist, previewed the 2018 capital projects including street resurfacing, bridge rehabilitation, utility projects and the communications to residents regarding the projects. A copy of the presentation is on file in the City Clerk’s office. There was a discussion regarding the status of certain projects, such as Upper Wellington and Chicago Street, and the techniques used for sewer lining. Consideration of Adoption of a Resolution to Approve One Recipient for the 2018 Residential Conversion Grant Program Councilmember Gavin made a motion, seconded by Councilmember Dixon, to approve 321 E. Chicago Street as the recipient of the 2018 Residential Conversion Grant Program in the amount of $28,000 which grants the owner of a lawful nonconforming, multiple-unit residential property to return the property to a conforming status. Upon a roll call vote: Yeas: Councilmembers Dixon, Dunne, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Committee of the Whole June 13, 2018 Page 2 Consideration of Amendment No. 2 to Engineering Services Agreement with Strand Associates, Inc. for Various Utility Department Projects Councilmember Shaw made a motion, seconded by Councilmember Steffen, to approve Amendment No. 2 to the agreement with Strand Associates, Inc. in the amount of $50,100 for engineering services to continue the multi-year agreement to assist the city in a variety of projects to maintain and improve the city’s water treatment facilities and utility infrastructure. Upon a roll call vote: Yeas: Councilmembers Dixon, Dunne, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Consideration of Amendment Agreement No. 3 with Engineering Enterprises, Inc. for Construction Engineering Services Regarding the Bowes Road Interceptor Sewer Trunk 20 – Phase 2 Gravity Extension Councilmember Steffen made a motion, seconded by Councilmember Gavin, to enter into an agreement with Engineering Enterprises, Inc. in an amount not to exceed $113,002 to provide for the construction phase engineering services required to act as the city’s representative in the management of the Bowes Road Interceptor Sewer Trunk 20 – Phase 2 Gravity Extension construction project. Upon a roll call vote: Yeas: Councilmembers Dixon, Dunne, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Discussion of Police Chief Selection Process (Councilwoman Powell and Councilman Dunne) Councilwoman Powell and Councilman Dunne provided remarks regarding the reasons they requested a public discussion on the selection process for the next chief of police. There was a discussion on the benefits of promoting from within and the benefits of conducting an external search. Announcements from Council Councilmember Gavin thanked those involved in the Civil War reenactment event. Announcements from Staff Molly Center, Management Analyst in the City Manager’s Office, announced upcoming city events.
