HomeMy WebLinkAboutk1 - June 6, 2018 COW special SPECIAL COMMITTEE OF THE WHOLE MEETING June 6, 2018 The special Committee of the Whole meeting was called to order by City Clerk Kimberly Dewis at 6:00 p.m. in the City Council Chambers. Present: Councilmembers Dixon, Dunne (6:10pm) Gavin, Martinez, Powell, Rauschenberger, and Shaw. Absent: Councilmember Steffen and Mayor Kaptain Selection of Mayor Pro Tem Councilmember Shaw made a motion, seconded by Councilmember Martinez, to appoint Councilman Terry Gavin as the Mayor Pro Tem for the June 6, 2018 Committee of the Whole meeting. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Martinez, Powell, Rauschenberger, and Shaw. Nays: None. Discussion of City Leaf Collection Program Aaron Neal, Public Works Superintendent, presented information on the current city leaf collection program. A copy of the presentation is on file in the City Clerk’s office. He provided information on the costs associated and the number of employees needed to run the program. Mr. Neal provided data regarding work orders and the impact of the leaf program on completing these orders. He also noted that the cost of the leaf rake out program is passed through to the residents in the city that benefit from the service. There was discussion regarding changes to the leaf program and the impact on the waste management contract. Also discussed were the tasks that would be completed if there was a change in the leaf program. There were concerns over the equity of the program. Adjourn to the City Council Meeting Councilmember Shaw made a motion, seconded by Councilmember Powell, to adjourn. Upon a roll call vote: Yeas: Councilmembers Dixon, Dunne, Martinez, Powell, Rauschenberger, Shaw, and Mayor Pro Tem Gavin. Nays: None. Reconvene Councilmember Shaw made a motion, seconded by Councilmember Dunne, to reconvene the Committee of the Whole meeting. Upon a roll call vote: Yeas: Councilmembers Dixon, Dunne, Martinez, Powell, Rauschenberger, Shaw, and Mayor Pro Tem Gavin. Nays: None. Committee of the Whole June 6, 2018 Page 2 Discussion of Civic Centre Plaza Proposal Staff members Christen Sundquist, Historic Preservation Planner, Marc Mylott, Community Development Director, Rich Hoke, Building Maintenance Superintendent, and Greg Hulke, Public Works Superintendent, provided a presentation on the Civic Centre Plaza. A copy of the presentation is on file in the City Clerk’s office. Ms. Sundquist provided the history of the plaza and the types of architecture that was present. Mr. Hoke provided a tour of the current conditions of the plaza. Mr. Mylott outlined the two plans being proposed which would be to either a) remove and replace the plaza or to b) remove and improve the plaza. He provided an overview of possible changes and the costs associated with each plan. Mr. Hulke outlined the landscape architecture options including the use of native plants and other sustainable landscaping. There was discussion regarding the location of the ice rink, the costs to operate it, usage and options to relocate the rink. The cost of the various options was discussed including funding sources. The impact of a future expansion to the Hemmens was also considered and the work of the Hemmens Task Force was noted as a source of information. Public Comment Chuck Keysor stated his concern regarding the use of native plants and asked that the concept keep the character of the period of the surrounding architecture. Adjournment Councilmember Dunne made a motion, seconded by Councilmember Dixon, to adjourn. Upon a roll call vote: Yeas: Councilmembers Dixon, Dunne, Martinez, Powell, Rauschenberger, Shaw, and Mayor Pro Tem Gavin. Nays: None.
