The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 6:00 p.m.
in the Council Chambers. Present: Councilmembers Dixon, Dunne, Gavin, Martinez, Powell,
Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Absent: None.
Approval of Minutes
Councilmember Dixon made a motion, seconded by Councilmember Martinez, to approve the
minutes of the May 9, 2018, regular meeting. Upon a roll call vote: Yeas: Councilmembers
Dixon, Dunne, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain.
Nays: None.
Consideration of Acceptance of Elgin Township Grant for Youth Related Initiatives
A resolution will be presented at the City Council meeting. The grant with the Elgin Township
provides funding for youth related initiatives.
Alignment Education Presentation
Executive Director Nancy Coleman presented milestones and the direction of the Alignment
Collaborative for Education (ACE), a collective impact organization serving communities in
supporting the success of all children in School District U-46.
There was discussion regarding a timeline for measurable results and factors that cause children
to be behind developmentally for kindergarten. Other topics discussed included the middle
school career expos, work based learning opportunities such as internships, and educational
pathways.
Consideration of Amendment to Elgin Municipal Code Chapter 2.40 Entitled "Fire
Department"
There was discussion regarding EMT requirements, points for education and military service,
and the status of the Fire Department Explorer program.
Councilmember Gavin made a motion, seconded by Councilmember Steffen to approve the
amendments to Chapter 2.40 of the Elgin Municipal Code Chapter 2.40, entitled "Fire
Department," to modify the threshold educational requirements for firefighter candidates to
potentially assist in recruiting a more diverse group of eligible candidates. Upon a roll call vote:
Yeas: Councilmembers Dixon, Dunne, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen,
and Mayor Kaptain. Nays: None.

Consideration of Community Development Block Grant Annual Action Plan for Program
Year 2018
Councilmember Dunne made a motioned, seconded by Councilmember Steffen, to approve
releasing for public comment the activities and funding amounts recommended by the CDBG
Review Panel for Program Year 2018. Upon a roll call vote: Yeas: Councilmembers Dixon,
Dunne, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays:
None.
Consideration of Adoption of the 2015 International Code Council Family of Building, Fire
and Other Safety-Related Codes
There was discussion regarding the process to update the code, the length of the public comment
period, and the calculations used to determine access routes.
Councilmember Dixon made a motion, seconded by Councilmember Steffen, to approve and
adopt the 2015 International Code Council family of building, fire and other safety-related codes,
including their local amendments in order to ensure City building and life/safety codes remain
current such that buildings are as safe as possible. Upon a roll call vote: Yeas: Councilmembers
Dixon, Dunne, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain.
Nays: None.
Announcements from Council
Councilmember Dunne invited the public to attend and support the Girl Scouts of Northern
Illinois fundraising event. The event “Over the Edge’ would be held on June 2nd in St. Charles
at the Pheasant Run Resort.
City Manager Kozal noted that this was Police Chief Swoboda’s final City Council meeting and
he thanked him for his service.
Police Chief Swoboda thanked the city council for their support, the department for their hard
work, and the community.
Announcements from Staff
Molly Center, Management Analyst in the City Manager’s Office, announced upcoming city
events.

Adjournment
Councilmember Gavin made a motion, seconded by Councilmember Martinez, to adjourn the
meeting. Upon a roll call vote: Yeas: Councilmembers Dixon, Dunne, Gavin, Martinez,
Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
The meeting adjourned at 7:28 p.m.
