The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 6:00 p.m.
in the Council Chambers. Present: Councilmembers Dixon, Dunne, Gavin, Martinez, Powell,
Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Absent: None.
Approval of Minutes
Councilmember Gavin made a motion, seconded by Councilmember Steffen, to approve the
minutes of the March 7, 2018, regular meeting. Upon a roll call vote: Yeas: Councilmembers
Dixon, Dunne, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain.
Consideration of Purchase of Service Agreement with Elgin Area Convention and Visitors
Bureau
A resolution will be presented at the City Council meeting for adoption.
Consideration of Water Treatment Plants Emergency Chlorine Scrubber Media
Replacement Purchase
A resolution will be presented at the City Council meeting for adoption.
Strategic Update
Aaron Cosentino, Assistant City Manager, and Karina Nava, Management Fellow, provided an
update on strategic initiatives related to online communications, citizen engagement and
performance measurement. Ms. Nava previewed the newly redesigned website and indicated
there would be a beta test user group. The new site includes a prominent search bar, links to
local organizations, and easier navigation. Mr. Cosentino gave a timeline for the launch of the
partnership with ClearGov, the community portal, and an update to the mobile app.
There was discussion regarding costs, increased availability of data, and improvements to the
search and mobile features.

Consideration of Professional Services Agreement with Relationships Matter Now LLC
There was discussion regarding the work that had been completed, such as the culture and
climate assessment. Also discussed were areas that will be worked on in the future, such as
recruitment and retention strategy and supplier diversity.
Councilmember Powell made a motion, seconded by Councilmember Steffen, to approve the an
agreement with Relationships Matter Now, LLC in the amount of $44,625 to provide assistance
and professional direction to continue work on the City’s core value of diversity and inclusion.
Upon a roll call vote: Yeas: Councilmembers Dixon, Dunne, Gavin, Martinez, Powell,
Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
Consideration of Amendment to the Municipal Code to Permit Ice Cream Trucks
There was discussion regarding the required insurance, cost of the permit, maintenance of the
vehicles, and adding pushcarts.
Councilmember Dunne made a motion, seconded by Councilmember Dixon, to move forward
establishing regulations regarding operators and their vehicles that would permit the sale of ice
cream and other frozen desserts from ice cream trucks. Upon a roll call vote: Yeas:
Councilmembers Dixon, Dunne, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and
Mayor Kaptain. Nays: None.
Announcements from Council
Mayor Kaptain congratulation Larkin High School basketball team on their season and placing
fourth in the state playoffs.
Announcements from Staff
Chief of Police, Jeff Swoboda, provided an overview of the investigation into the police involved
shooting on I-90. He gave a timeline for the Illinois State Police investigation. He stated that
the department would be releasing the body and dash camera footage the following day.

Adjournment
Councilmember Dunne made a motion, seconded by Councilmember Gavin, to adjourn the
meeting. Upon a roll call vote: Yeas: Councilmembers Dixon, Dunne, Gavin, Martinez, Powell,
Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
The meeting adjourned at 7:02 p.m.
