The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 6:00 p.m.
in the Council Chambers. Present: Councilmembers Dixon, Dunne, Gavin, Martinez, Powell,
Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Absent: None.
Approval of Minutes
Councilmember Steffen made a motion, seconded by Councilmember Gavin, to approve the
minutes of the February 14, 2018, regular meeting. Upon a roll call vote: Yeas: Councilmembers
Dixon, Dunne, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain.
Nays: None.
Consideration of Odd/Even Parking along Poplar Creek Drive, to Include Resident Only
Parking on Longford Circle and on Campus Drive
Councilmember Powell made a motion, seconded by Councilmember Dunne, to approve the
proposed changes to parking along Popular Creek Drive which include resident only parking on
Longford Circle and Campus Drive, as well as easing on-street parking congestion in the area.
Upon a roll call vote: Yeas: Councilmembers Dixon, Dunne, Gavin, Martinez, Powell,
Rauschenberger, Shaw, and Mayor Kaptain. Nays: None. Councilmember Steffen abstained.
Consideration of Engineering Services Agreement with K2N Crest for Masonry Repairs at
the Highlands Clubhouse
Councilmember Gavin made a motion, seconded by Councilmember Dunne, to approve the
engineering services agreement with K2N Crest in the amount of $37,815 for masonry repairs at
the Highlands Clubhouse in order to eliminate and repair damage caused by water infiltration.
Upon a roll call vote: Yeas: Councilmembers Dixon, Dunne, Gavin, Martinez, Powell,
Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
Consideration of Service Agreement with Dixon Dance Academy Inc.
There was discussion regarding the term of the agreement and the upcoming Request for
Proposals (RFP) for this service.
Councilmember Dunne made a motion, seconded by Councilmember Martinez, to approve the
service agreement with Dixon Dance Academy Inc. in the amount of $24,359 to provide quality
dance classes for Elgin residents. Upon a roll call vote: Yeas: Councilmembers Dixon, Dunne,
Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.

Consideration of Service Agreements with Independent Fitness Contractors
Councilmember Gavin made a motion, seconded by Councilmember Martinez, to approve the
service agreement with two independent fitness contractors in the amount of $57,000 to provide
patrons of the Centre with quality fitness instruction, personal training and massage therapy.
Upon a roll call vote: Yeas: Councilmembers Dixon, Dunne, Gavin, Martinez, Powell,
Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
Consideration of Agreement with EnerNOC, Inc. for Electrical Demand Response
There was discussion regarding the terms of the agreement and the amount of the stipend.
Councilmember Dunne made a motion, seconded by Councilmember Dixon, to approve the
agreement with EnerNOC, Inc. for electrical demand response at no cost to the city which will
provide an upgrade to the Leo Nelson Riverside Water Treatment Plant generators to make them
available for demand response services ultimately resulting in revenue for the utility fund. Upon
a roll call vote: Yeas: Councilmembers Dixon, Dunne, Gavin, Martinez, Powell,
Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
Announcements from Council
Councilmember Dunne announced an upcoming fundraiser for the Girl Scouts of Northern
Illinois. The event, titled “Over the Edge,” will be held on June 2nd at the Pheasant Run Resort
and will feature rappelling down the resort’s tower.
Councilmember Rauschenberger extended condolences to the community of Parkland, Florida
on the loss of lives during the school shooting on February 14, 2018. She asked what police
department policies and procedures are in place in Elgin to address these potential situations.
Deputy Chief Wolf noted the training that is in place, the communication with the school
districts and the resource officers that are present at the schools.
Announcements from Staff
Molly Center, Management Analyst in the City Manager’s Office, announced upcoming city
events.

Adjournment
Councilmember Dunne made a motion, seconded by Councilmember Steffen, to adjourn the
meeting. Upon a roll call vote: Yeas: Councilmembers Dixon, Dunne, Gavin, Martinez, Powell,
Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
The meeting adjourned at 6:18 p.m.
