HomeMy WebLinkAboutb - January 24, 2018 COW COMMITTEE OF THE WHOLE MEETING January 24, 2018 The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 6:00 p.m. in the Council Chambers. Present: Councilmembers Dixon, Dunne, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Absent: None. Approval of Minutes Councilmember Gavin made a motion, seconded by Councilmember Steffen, to approve the minutes of the January 10, 2018, regular meeting. Upon a roll call vote: Yeas: Councilmembers Dixon, Dunne, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Consideration of Acceptance of Illinois Criminal Justice Information Authority Victims of Crime Act Law Enforcement/Prosecution/CASA Victim Assistance Grant for Three Full- Time Case Manager Positions There was discussion regarding the expansion of services, the length of the grant and the potential impacts on the social services staff. The objective is to continue to offer domestic violence support services to the community while expanding support services to victims of other crimes. A resolution was presented at the Council meeting for adoption by the City Council. Diversity and Inclusion Presentation The City contracted with Relationships Matter Now, LLC in spring 2017 to refocus the City’s work in diversity and inclusion. Denise Barreto, Managing Partner of Relationships Matter Now, LLC, presented an update of the refocused diversity and inclusion efforts. Ms. Barreto outlined the framework to work toward the goals: continue building a diverse workforce and drive workplace inclusion; deliver superior programs and services to all segments of the community, and monitor and manage supplier diversity. A copy of the presentation is available in the City Clerk’s office. There was discussion regarding the employee survey and focus groups, including ideas for increased participation and the timeline to provide follow up to the employees. Also discussed were the next steps and the city council’s role in the process. Committee of the Whole January 24, 2018 Page 2 Adjourn to the City Council Meeting Councilmember Gavin made a motion, seconded by Councilmember Martinez, to adjourn and go into the City Council meeting. Upon a roll call vote: Yeas: Councilmembers Dixon, Dunne, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Reconvene Councilmember Gavin made a motion, seconded by Councilmember Martinez, to reconvene the Committee of the Whole meeting. Upon a roll call vote: Yeas: Councilmembers Dixon, Dunne, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Consideration of Cultural Arts Commission 2018 Grant Award Recommendations There was discussion about the selection process of the recipients. Councilmember Shaw raised concerns about providing the Elgin Symphony Orchestra (ESO) a grant. There was discussion regarding the ESO application and how the grant funds would be used. Councilmember Powell made a motion, seconded by Councilmember Martinez, to approve the funding of the grant awards in the amount of $50,000 to support arts programming, in the community. Upon a roll call vote: Yeas: Councilmembers Dixon, Dunne, Gavin, Martinez, Powell, Rauschenberger, Steffen, and Mayor Kaptain. Nays: Councilmember Shaw. Consideration of Agreement with WBK Engineering, LLC for Road Maintenance Program Councilmember Gavin made a motion, seconded by Councilmember Martinez, to approve the agreement with WBK Engineering, LLC in the amount of $149,950 to effectively manage maintenance programs. Upon a roll call vote: Yeas: Councilmembers Dixon, Dunne, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Announcements from Council Councilmember Dunne announced the upcoming fundraiser for PADS Homeless Shelter on February 3, 2018. Committee of the Whole January 24, 2018 Page 3 Announcements from Staff Police Chief Swoboda provided a review of recently released crime statistics and noted there was again a decrease in serious crimes. The Chief credited the department’s innovative programs and the community involvement for this reduction. Molly Center, Management Analyst in the City Manager’s Office, announced upcoming city events. Adjournment Councilmember Dixon made a motion, seconded by Councilmember Gavin, to adjourn the meeting. Upon a roll call vote: Yeas: Councilmembers Dixon, Dunne, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
