The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 6:00 p.m.
in the Council Chambers. Present: Councilmembers Dixon, Dunne, Gavin, Martinez, Powell,
Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Absent: None.
Approval of Minutes
Councilmember Steffen made a motion, seconded by Councilmember Shaw, to approve the
minutes of the December 20, 2017, regular meeting. Upon a roll call vote: Yeas:
Councilmembers Dixon, Dunne, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and
Mayor Kaptain. Nays: None.
Consideration of Agreement with Today’s Uniforms for Fire Department Uniforms
Councilmember Steffen made a motion, seconded by Councilmember Martinez, to remove the
agreement from the table for consideration at tonight’s council meeting. Upon a roll call vote:
Yeas: Councilmembers Dixon, Dunne, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen,
and Mayor Kaptain. Nays: None.
A resolution will be presented at tonight's Council meeting for adoption by the City Council.
Elgin Development Group Presentation
Mike Warren, Carol Gieske, Tony Lucenko, and Bob Malm, representatives of the Elgin
Development Group, made a presentation on the group’s partnership with the City, highlighting
goals and program elements. Some of the benefits of economic development the group focused
on were helping the city maintain a solid tax base, improved standard of living and quality of life
for the city’s citizens, assisting with a diverse and vibrant economy, and helping to create
desirable employment opportunities. The representatives outlined twelve goals that city and the
group had identified. They emphasized their main goals of attracting new businesses to the city,
creating a skilled and diverse workforce, and assisting with small business development. The
presentation is on file in the City Clerk’s Office.
The council discussed the top industries interested in Elgin, the efforts made in workforce training
and diversification, and the other working relationships the group has with the state, townships,
and counties. The council thanked the group and its volunteers for their work on behalf of the
city and the community.

Consideration of Amendment No. 2 to Engineering Services Agreement with Baxter and
Woodman for 2018 National Pollution Discharge Elimination System Phase 2 Storm Water
Permit Compliance Project
Councilmember Gavin made a motion, seconded by Councilmember Steffen, to approve
amendment no. 2 to the agreement with Baxter and Woodman in the amount of $88,180 to
continue the multiyear agreement to assist the city with maintaining compliance with the federally
mandated National Pollution Discharge Elimination System permit program. Upon a roll call
vote: Yeas: Councilmembers Dixon, Dunne, Gavin, Martinez, Powell, Rauschenberger, Shaw,
Steffen, and Mayor Kaptain. Nays: None.
Consideration of Amendment No. 3 to Engineering Services Agreement with RK Johnson
and Associates, Inc. Engineers for 2018 Combined Sewer Overflow National Pollution
Discharge Elimination System Permit Compliance
Councilmember Powell made a motion, seconded by Councilmember Martinez, to approve
amendment no. 3 to the agreement with RK Johnson and Associates, Inc. in the amount of
$99,268 to continue the multi-year agreement provide the city with engineering services to
comply with the Illinois Environmental Protection Agency requirements of the National Pollution
Discharge Elimination System permit program. Upon a roll call vote: Yeas: Councilmembers
Dixon, Dunne, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain.
Nays: None.

Councilmember Dixon made a motion, seconded by Councilmember Powell, to adjourn the

Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
