HomeMy WebLinkAboutt - October 25, 2017 COW COMMITTEE OF THE WHOLE MEETING October 25, 2017 The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 6:00 p.m. in the Council Chambers. Present: Councilmembers Dixon, Dunne, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Absent: None. Approval of Minutes Councilmember Gavin made a motion, seconded by Councilmember Shaw, to approve the minutes of the September 16, 2017, special meeting. Upon a roll call vote: Yeas: Councilmembers Dixon, Dunne, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Councilmember Shaw made a motion, seconded by Councilmember Martinez, to approve the minutes of the September 27, 2017, regular meeting. Upon a roll call vote: Yeas: Councilmembers Dixon, Dunne, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Consideration of Proposed Ordinance Providing for Public Safety Employee Benefits Act Administrative Procedures There was discussion regarding formalizing this administrative process. Councilmember Dunne stated concerns regarding not asking the police and fire employee groups for their input. Councilmember Powell made a motion, seconded by Councilmember Steffen, to approve the proposed ordinance and administrative procedure contained therein to ensure that applications for Public Safety Employee Benefits Act Administrative benefits are considered through a fair and efficient method. Upon a roll call vote: Yeas: Councilmembers Dixon, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: Councilmember Dunne. Consideration of Purchase from SPSVAR, LLC of IBM iSeries Power 8 Server Councilmember Shaw made a motion, seconded by Councilmember Gavin, to approve the purchase of a new IBM iSeries Power 8 server from SPSVAR, LLC in the amount of $27,500 to replace functionally obsolete production server equipment to improve system operation and support. Upon a roll call vote: Yeas: Councilmembers Dixon, Dunne, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Committee of the Whole October 25, 2017 Page 2 Consideration of Acceptance of the Illinois Department of Transportation Sustained Traffic Enforcement Program Grant for Occupant Protection and Impaired Driving Enforcement Councilmember Shaw made a motion, seconded by Councilmember Martinez, to approve an agreement with the Illinois Department of Transportation to accept grant award in the amount of $94,323 that will provide funds for occupant protection and impaired driving enforcement. Upon a roll call vote: Yeas: Councilmembers Dixon, Dunne, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Announcements from Council Councilmember Dunne wished former City Clerk, Loni Mecum, a happy 75th birthday. Councilmember Steffen announced the dates and times for the Douglas Avenue Haunted House. Councilmember Rauschenberger congratulated city staff on another successful Nightmare on Chicago Street event. Announcements from Staff Molly Center, Management Analyst in the City Manager’s Office, announced upcoming city events. City Manager Kozal announced that the city received a AAA bond rating from Fitch Ratings. He congratulated the council and the chief financial officer, Debra Nawrocki, for their continued finical stewardship. Adjournment Councilmember Gavin made a motion, seconded by Councilmember Martinez, to adjourn and go into the Executive Session for the purpose of discussing the following matters.
