HomeMy WebLinkAbouts - September 27, 2017 COW COMMITTEE OF THE WHOLE MEETING September 27, 2017 The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 6:00 p.m. in the Council Chambers. Present: Councilmembers Dixon, Dunne, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Absent: None. Approval of Minutes Councilmember Shaw made a motion, seconded by Councilmember Dunne, to approve the minutes of the September 13, 2017, regular meeting. Upon a roll call vote: Yeas: Councilmembers Dixon, Dunne, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Consideration of Renewal of Liability, Crime, Pollution and Workers’ Compensation Insurance Programs for the Period October 1, 2017 through September 30, 2018 A resolution will be presented at tonight's Council meeting for adoption by the City Council. This agreement will protect the city’s financial resources and provide liability, crime, pollution and workers’ compensation insurance. Citizen Survey Presentation Laura Valdez-Wilson, Senior Management Analyst, provided an overview of the survey results. She introduced Jason Morado, from ETC Institute, who presented a detailed overview of the responses from the city’s recent community survey. Mr. Morado provided information about the length of the survey, the sampling, and how the survey was administrated. Three thousand five hundred surveys were send out and five hundred seventy-seven were returned. Overall there was a positive perception of the city and respondents were satisfied with the city provided services. The areas of concern included the condition of streets, sidewalks and infrastructure, as well as the enforcement of codes and ordinances. There was discussion of how often a survey should be conducted and if questions related to the school districts should be included in the future. Committee of the Whole September 27, 2017 Page 2 Consideration of Acceptance of the Public Improvements within Lots 1 and 2 of the First Resubdivision of Lot 1 of Woodbridge North Commercial Subdivision Councilmember Gavin made a motion, seconded by Councilmember Dunne, to accept the public improvements within Lots 1 and 2 of the First Resubdivision of Lot 1 of Woodbridge North Commercial Subdivision which will fulfill the city’s obligation to maintain reliable infrastructure for serving businesses and residents. Upon a roll call vote: Yeas: Councilmembers Dixon, Dunne, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Consideration of Acceptance of Sanitary Sewer and City Easement at 1615 Dundee Avenue Councilmember Steffen made a motion, seconded by Councilmember Gavin, to accept the sanitary sewer and city easement at 1615 Dundee Avenue to fulfill the city’s obligation to provide facilities, improvements and appurtenances with various public utilities and distribution systems for serving businesses and residents. Upon a roll call vote: Yeas: Councilmembers Dunne, Dixon, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Consideration of Acceptance of the Remaining Public Parkway Improvements within the Shadow Hill Subdivision Unit 4, Phase 1 Councilmember Shaw made a motion, seconded by Councilmember Dunne, to accept the remaining public parkway improvements within the Shadow Hill Subdivision Unit 4, Phase 1 to fulfill the city’s obligation to maintain reliable infrastructure for serving businesses and residents. Upon a roll call vote: Yeas: Councilmembers Dixon, Dunne, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Consideration of Approval of Two Recipients for the 2017 Residential Conversion Grant Program Councilmember Gavin made a motion, seconded by Councilmember Martinez, to approve the two recipients for the 2017 Residential Conversion Grant Program to award grants to owners of lawful nonconforming multiple-unit residential properties to return the property to a lawful and conforming status. Upon a roll call vote: Yeas: Councilmembers Dixon, Dunne, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Committee of the Whole September 27, 2017 Page 3 Announcements from Council Councilmember Martinez stated the annual Hispanic Business Expo, Hablamos, will be held in The Centre of Elgin's Heritage Ballroom on Saturday, September 30th from 10:00 a.m. to 1:00 p.m. In addition to the business expo, food samples and an assortment of live entertainment and activities, one guest will win two tickets to the Pitbull and Enrique Iglesias concert or to the Ricardo Arjona concert at Allstate Arena. Announcements from Staff Molly Center, Management Analyst in the City Manager’s Office, announced upcoming city events. Adjournment Councilmember Dunne made a motion, seconded by Councilmember Shaw, to adjourn and go into the Executive Session for the purpose of discussing the following matters. Upon a roll call vote: Yeas: Councilmembers Dixon, Dunne, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
