The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 6:00 p.m.
in the Heritage Ballroom located at The Centre, 100 Symphony Way. Present: Councilmembers
Dixon, Dunne, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain.
Absent: None.
Approval of Minutes
Councilmember Shaw made a motion, seconded by Councilmember Powell, to approve the
minutes of the June 14, 2017, regular meeting. Upon a roll call vote: Yeas: Councilmembers
Dixon, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays:
None. Councilmember Dunne abstained.
Consideration of Renewal of a Property Insurance Program for the Period July 1, 2017
through June 30, 2018
A resolution will be presented at tonight's Council meeting for adoption by the City Council in
order to protect the city’s financial resources and provide business interruption insurance.
Sikich LLC Audit Presentation
Jim Savio, Partner of Sikich, LLP provided an overview of the city of Elgin’s 2016 Consolidated
Annual Financial Report (CAFR). There was discussion regarding the results of the audit and
the city’s pension obligations.
Unmanned Aircraft Systems (Drones) Presentation
Fire Chief David Schmidt and Police Commander Ana Lalley provided a presentation regarding
the latest technology available to the police and fire departments to help mitigate emergency
incidents. These devices not only provide a new visual perspective to the Incident Commander,
but they can also be deployed to provide critical reconnaissance ahead of personnel deployment.
The departments will be finalizing a policy for the use of drones by the city and will work to
educate the public about regulations when flying drones.

Adjourn to the City Council Meeting
Councilmember Gavin made a motion, seconded by Councilmember Shaw, to adjourn and go
into the City Council meeting. Upon a roll call vote: Yeas: Councilmembers Dixon, Dunne,
Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
Reconvene
Councilmember Shaw made a motion, seconded by Councilmember Steffen, to reconvene the
Committee of the Whole meeting. Upon a roll call vote: Yeas: Councilmembers Dixon, Dunne,
Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
Consideration of Amendment No. 1 with Wills Burke Kelsey and Associates to Add
Construction Administration Engineering Services for 2017 Street Resurfacing Program -
East
Councilmember Dunne made a motion, seconded by Councilmember Steffen, to amend the
current professional services agreement with Wills Burke Kelsey and Associates to add
construction administration services in the amount of $107,382 in order to ensure quality
infrastructure and strengthen the city’s neighborhoods. Upon a roll call vote: Yeas:
Councilmembers Dixon, Dunne, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and
Mayor Kaptain. Nays: None.
Consideration of Amendment No. 1 with Crawford Murphy and Tilly, Inc. to Add
Construction Administration Engineering Services for 2017 Street Resurfacing Program –
Southwest
Councilmember Dunne made a motion, seconded by Councilmember Steffen, to amend the
current professional services agreement with Crawford Murphy and Tilly, Inc. in the amount of
$195,880 to ensure quality infrastructure and strengthen the city’s neighborhoods by
administrating the construction of a street maintenance project. Upon a roll call vote: Yeas:
Councilmembers Dixon, Dunne, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and
Mayor Kaptain. Nays: None.
Consideration of Ride in Kane Program with Pace
Councilmember Gavin made a motion, seconded by Councilmember Martinez, to approve
agreements in an amount not to exceed $100,000 in order to fund the city’s 2017 contribution for
the Ride in Kane Program in partnership with Pace. Upon a roll call vote: Yeas:
Councilmembers Dixon, Dunne, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and
Mayor Kaptain. Nays: None.

Consideration of Resident Only Parking Restriction in the Summerhill Neighborhood
Adjacent to Elgin High School
Councilmember Dunne made a motion, seconded by Councilmember Martinez, to codify the
Resident Only Parking restriction in the Summerhill neighborhood in response to requests from
residents to alleviate on-street parking congestion created by students and bus drivers. Upon a
roll call vote: Yeas: Councilmembers Dixon, Dunne, Gavin, Martinez, Powell, Rauschenberger,
Shaw, Steffen, and Mayor Kaptain. Nays: None.
Consideration of Implementing Odd/Even Parking on Stewart Avenue and Parkway
Avenue
Councilmember Powell made a motion, seconded by Councilmember Martinez, to permanently
install odd/even parking signs along Stewart Avenue and Parkway Avenue between Dundee
Avenue and Dakota Drive, including Trout Avenue and Victor Avenue in order to improve
service delivery, traffic flow and parking congestion in the Stewart and Parkway Avenue area.
Upon a roll call vote: Yeas: Councilmembers Dixon, Dunne, Gavin, Martinez, Powell,
Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
Consideration of Odd/Even Parking Trial along Poplar Creek Drive to Include Resident
Only Parking Trial in the Longford Circle Neighborhood and on Campus Drive
There was a discussion regarding overnight parking bans and parking regulations throughout the
city.
Councilmember Gavin made a motion, seconded by Councilmember Powell, to approve
Odd/Even Parking trial along Poplar Creek Drive, to include Resident Only Parking trials along
Longford Circle and Campus Drive in response to on-street parking congestion throughout the
area. Upon a roll call vote: Yeas: Councilmembers Dixon, Dunne, Gavin, Martinez, Powell,
Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
Consideration of Removal of East-West Stop Signs on Slade Avenue at Center Street
Councilmember Shaw made a motion, seconded by Councilmember Gavin, to remove the east-
west stop sign located on Slade Avenue at Center Street in response to community feedback to
improve traffic flow within the neighborhood. Upon a roll call vote: Yeas: Councilmembers
Dixon, Dunne, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain.
Nays: None.

Consideration of Resolution Endorsing the Metropolitan Mayors Caucus’ Greenest Region
Compact 2
Councilmember Powell made a motion, seconded by Councilmember Dunne, to adopt a
resolution endorsing the Metropolitan Mayors Caucus’ Greens Region Compact 2 in order to
demonstrate commitment to sustainable initiatives both locally and regionally. Upon a roll call
vote: Yeas: Councilmembers Dixon, Dunne, Gavin, Martinez, Powell, Rauschenberger, Steffen,
and Mayor Kaptain. Nays: Councilmember Shaw.
Announcements from Council
Councilmember Shaw announced an event about property tax assessment being held on July 13th
starting at 6:00 p.m. at the Gail Borden Public Library.
Councilmember Dunne thanked the community for the condolences upon the passing of his
mother.
Councilmember Gavin announced recent unemployment data that he received at the Workforce
Development meeting.
Councilmember Steffen announced the upcoming Dennis Jurs Memorial Bike Races being held
on July 18th from 10:00 a.m. to 8:00 p.m. in the North East Neighborhood.
Announcements from Staff
Molly Center, Management Analyst in the City Manager’s Office, announced upcoming city
events.

Councilmember Shaw made a motion, seconded by Councilmember Steffen, to adjourn and go
into the Executive Session for the purpose of discussing the following matters. Upon a roll call
vote: Yeas: Councilmembers Dixon, Dunne, Gavin, Martinez, Powell, Rauschenberger, Shaw,
Steffen, and Mayor Kaptain. Nays: None.

Establishment of Reserves or Settlement of Claims as Provided in the Local
Governmental and Governmental Employees Tort Immunity Act - Exempt Under
