HomeMy WebLinkAboutj - May 24, 2017 COW COMMITTEE OF THE WHOLE MEETING May 24, 2017 The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 6:01 p.m. in the Council Chambers. Present: Councilmembers Dixon, Dunne, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Absent: None. Approval of Minutes Councilmember Dunne made a motion, seconded by Councilmember Gavin, to approve the minutes of the May 10, 2017, regular meeting. Upon a roll call vote: Yeas: Councilmembers Dixon, Dunne, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Elgin Police Department Kids United Program Presentation Chief Swoboda provided information regarding the Police Department’s summer initiatives for kids. He talked about the Kids United Program, as well as the Drop-In Playground sites that are offered for children in the city. He explained what activities each program offers, the dates and times of the programs, and how to register. He also provided information regarding summer curfew. There was discussion by the council about the information available on the website, crime statistics, and they expressed their appreciation for the programs. Consideration of Acceptance of Public Improvements and Easements at 980 Lambert Lane Councilmember Gavin made a motion, seconded by Councilmember Dunne, to approve the acceptance of the public improvements and related easements within the site located at 980 Lambert Lane in order to fulfill the city’s obligation to maintain reliable infrastructure for serving businesses and residents. Upon a roll call vote: Yeas: Councilmembers Dixon, Dunne, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Consideration of Acceptance of Public Improvements and Easements at 2650 Auto Mall Drive Councilmember Shaw made a motion, seconded by Councilmember Steffen, to approve the acceptance of the public improvements and related easements within the site located at 2650 Auto Mall Drive in order to fulfill the city’s obligation to maintain reliable infrastructure for serving businesses and residents. Upon a roll call vote: Yeas: Councilmembers Dixon, Dunne, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Committee of the Whole May 24, 2017 Page 2 Consideration of Agreement with CuraLinc to Provide Comprehensive Employee Assistance Program There was discussion regarding the expanded program, the increased level of service being offered, as well as increasing employee awareness and utilization of the program. Councilmember Gavin made a motion, seconded by Councilmember Martinez, to enter into a four-year agreement with CuraLinc in the amount of $11,758 annually to provide a resource for employees and their household members who need assistance with family, mental health, financial, legal and other issues. Upon a roll call vote: Yeas: Councilmembers Dixon, Dunne, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Consideration of Sole Source Purchase Agreement with Rexa, Inc. for the Purchase of Valve Actuators Councilmember Steffen made a motion, seconded by Councilmember Dunne, to award the Sole Source Purchase Agreement to Rexa, Inc. for the purchase of valve actuators in the amount of $237,312 in order to provide adequate water supply by upgrading aging equipment. Upon a roll call vote: Yeas: Councilmembers Dixon, Dunne, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Consideration of Impacts from Cook County Minimum Wage and Sick Leave Ordinances on Elgin Businesses There was discussion regarding the legal ramifications regarding opting out of the Cook County Ordinances; what the affect would be for businesses, non-profit organizations, and residents if no action was taken; what the economic impact would be to businesses and residents in Elgin and the surrounding communities in Cook County. Also, discussed was minimum wage issues being handled at State and Federal levels, living wages, and the effects of poverty within the city. The City Council asked for clarification and more detail from staff regarding the number of residents, businesses, and non-profits that would be potentially affected by opting out of the ordinance. They also questioned if the minimum wage ordinance and the sick leave ordinance issues be addressed separately. Also, discussed was drafting a resolution to ask the State and Federal Legislators to take action regarding the minimum wage. Committee of the Whole May 24, 2017 Page 3 Councilmember Gavin made a motion, seconded by Councilmember Martinez, to consider adopting legislation opting out of the requirements of the Cook County ordinances that go into effect on July 1, 2017 which establishes minimum hourly wages and sick leave benefits for Elgin businesses located within Cook County. Upon a roll call vote: Yeas: Councilmembers Dixon, Dunne, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Councilmember Dunne made a motion, seconded by Councilmember Gavin, to draft a resolution addressed to State and Federal Legislators asking them to pass legislation to uniformly set the standard for the minimum wage. Upon a roll call vote: Yeas: Councilmembers Dixon, Dunne, Gavin, Martinez, Powell, Rauschenberger, Steffen, and Mayor Kaptain. Nays: Councilmember Shaw. Announcements from Council Councilmember Dunne encouraged residents to attend the Flag Day Elks Club Ceremony being held on June 14, 2017, at 4:30 p.m. at the Veterans Memorial, as well as the Sloppy Joe Dinner event at the Elks Lodge following the ceremony. Councilmember Powell provided information regarding the Hanover Township Summer Break Open Gym Program that will be held at several different locations from June 5, 2017 through August 4, 2017. Councilmember Rauschenberger wished Virginia Umberger a happy 108th birthday. Councilmember Dixon wished Councilmember Powell a happy birthday. Councilmember Gavin reminded residents that Memorial Day was not just a national holiday, but that it symbolized the ultimate sacrifice by military personnel. Mayor Kaptain congratulated Nolan Williamson on his winning the all-around state title as a gymnast. Announcements from Staff Molly Center, Management Analyst in the City Manager’s Office, announced upcoming city events.
