The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 6:00 p.m.
in the Council Chambers. Present: Councilmembers Dixon, Dunne, Gavin, Martinez, Powell,
Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Absent: None.
Approval of Minutes
Councilmember Steffen made a motion, seconded by Councilmember Shaw, to approve the
minutes of the April 26, 2017, regular meeting. Upon a roll call vote: Yeas: Councilmembers
Dixon, Dunne, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain.
Nays: None.
Community Survey Presentation
Laura Valdez-Wilson, Management Analyst, gave an overview of the upcoming community
survey and how it will be used to lay the framework for developing the next strategic plan. She
provided a brief history of the project and a timeline for completion. There was discussion
regarding the ways the survey could be taken, the languages it would be available in, and how
often a survey would be conducted.
Consideration of Agreement with 3 D Design Studio for Design Services Related to the
City’s 2017 CDBG Park Projects
Councilmember Dunne made a motion, seconded by Councilmember Gavin, to approve the
agreement with 3 D Design Studio in the amount of $54,025 in order to acquire consultant
services to assist with the design, bidding and construction of city parks. Upon a roll call vote:
Yeas: Councilmembers Dixon, Dunne, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen,
and Mayor Kaptain. Nays: None.
Consideration of Approval of Selected Recipients to Participate in the 2017 Historic
Architectural Rehabilitation Grant Program
There was discussion regarding the scoring for owner occupied homes in the grant award
decision process.

Councilmember Gavin made a motion, seconded by Councilmember Steffen, to approve four
recipients to participate in the 50/50 component and three recipients to participate in the 75/25
component of the Historic Architectural Rehabilitation Grant Program in the amount of $109,812
in order to award a grant to owners of historic landmark properties or those located within the
city’s historic districts for exterior rehabilitation and restoration work to their residential
properties. Upon a roll call vote: Yeas: Councilmembers Dixon, Dunne, Gavin, Martinez,
Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
Consideration of Metro West Council of Government Membership Renewal for May 2017
to April 2018
Discussions on this topic included the improvements to the communication from Metro West,
changes to their meeting times, and the regional issues impact the group provides.
Councilmember Steffen made a motion, seconded by Councilmember Martinez, to approve the
city’s annual membership renewal with the Metro West Council of Government in the amount of
$30,000 in order to maintain membership with a council of governments comprised of far west
suburban area municipalities organized to advance regional issues through intergovernmental
problem solving and cooperation. Upon a roll call vote: Yeas: Councilmembers Dixon, Dunne,
Gavin, Martinez, Powell, Rauschenberger, Steffen, and Mayor Kaptain. Nays: Councilmember
Shaw.
Consideration of Student Representation Appointments to Various Boards and
Commissions
There was discussion regarding the length of the pilot program, if the student member would
have voting rights, and other ways to involve youth in local government.
Councilmember Gavin made a motion, seconded by Councilmember Steffen, to approve the
addition of student representatives on various boards and commissions in order to engage area
high school students in local government through the participation on various boards and
commissions, and establish an exploratory committee to create a new student commission to
attract the next generation of civic leaders. Upon a roll call vote: Yeas: Councilmembers Dixon,
Dunne, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays:
None.

Announcements from Council
Councilmember Dunne announced the upcoming Fire Department Memorial Service. He noted
that it was 25th year for the event and thanked Lieutenant Tim Ryan for his work on event.
Councilmember Powell extended condolences to the family of Officer Steve Jones.
Announcements from Staff
Molly Center, Management Analyst in the City Manager’s Office, announced upcoming city
events.
Adjournment
Councilmember Shaw made a motion, seconded by Councilmember Gavin, to adjourn. Upon a
roll call vote: Yeas: Councilmembers Dixon, Dunne, Gavin, Martinez, Powell, Rauschenberger,
Shaw, Steffen, and Mayor Kaptain. Nays: None.
