HomeMy WebLinkAbouth - April 26, 2017 COW COMMITTEE OF THE WHOLE MEETING April 26, 2017 The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 7:05 p.m. in the Council Chambers. Present: Councilmembers Dixon, Dunne, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Absent: None. Approval of Minutes Councilmember Shaw made a motion, seconded by Councilmember Steffen, to approve the minutes of the April 12, 2017, regular meeting. Upon a roll call vote: Yeas: Councilmembers Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Councilmembers Dixon and Dunne abstained. Consideration of Façade Improvement Grant at 19-21 Douglas Avenue Councilmember Gavin made a motion, seconded by Councilmember Dunne, to approve a funding agreement in the amount of $26,075 for the property located at 19-21 Douglas Avenue in order to provide financial assistance for a historically-appropriate, downtown façade improvement. Upon a roll call vote: Yeas: Councilmembers Dixon, Dunne, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Consideration of Contract with the Kane County Child Advocacy Center for Services Relating to the Investigation of Sensitive Crimes Involving Children Councilmember Powell made a motion, seconded by Councilmember Martinez, to approve the contract with the Kane County Child Advocacy Center in the amount of $35,000 in order to provide investigative and victim services for cases involving children who have been victimized by sexual or serious physical abuse. Upon a roll call vote: Yeas: Councilmembers Dixon, Dunne, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Consideration of Agreement with Natural Resource Technology, Inc. for Supplemental Environmental Site Investigation Services at 464 McBride Street There was discussion regarding the timing of the project, the cost for this property and others in the area, and potential alternative sources of funding. Committee of the Whole April 26, 2017 Page 2 Councilmember Powell made a motion, seconded by Councilmember Gavin, to enter an agreement with Natural Resource Technology, Inc. in the amount of $37,400 for supplemental environmental site investigation services at the city-owned property at 464 McBride Street in order to continue to process the property through the state's Site Remediation Program. Upon a roll call vote: Yeas: Councilmembers Dixon, Dunne, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Consideration of Renewal of Professional Services Agreement for Lobbyists Steven Nemerovski and Lawrence Suffredin, Jr. Councilmember Dunne made a motion, seconded by Councilmember Martinez, to approve the professional services agreement for lobbying services with Steven Nemerovski and Lawrence Suffredin, Jr.in the amount of $25,000 in order to maximize the city’s influence in proposed legislation and administrative regulations affecting municipal operations. Upon a roll call vote: Yeas: Councilmembers Dixon, Dunne, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Consideration of Annual Motor Fuel Tax Resolution Councilmember Gavin made a motion, seconded by Councilmember Dunne, to approve the annual motor fuel tax resolution in the amount of $3,000,000 in order to provide funding for the roadway maintenance programs utilizing proceeds from the Illinois Motor Fuel Tax Fund. Upon a roll call vote: Yeas: Councilmembers Dixon, Dunne, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Announcements from Council Councilmember Steffen announced the last home rugby match of the season which would be held at Ellis Middle School on April 28, 2017. Mayor Kaptain thanked residents that participated in the Earth Day Program held at the Hawthorn Woods Nature Center. He also thanked Molly Center for her efforts to coordinate the well-attended event. Mayor Kaptain congratulated Luis Hinojosa, 71, on being the overall winner in the Raceway Woods 5k Fun Run. Committee of the Whole April 26, 2017 Page 3 Announcements from Staff Molly Center, Management Analyst in the City Manager’s Office, announced upcoming city events. Adjournment Councilmember Dunne made a motion, seconded by Councilmember Shaw, to adjourn. Upon a roll call vote: Yeas: Councilmembers Dixon, Dunne, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
