The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 6:00 p.m.
in the Council Chambers. Present: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge,
Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Absent: None.
Approval of Minutes
Councilmember Shaw made a motion, seconded by Councilmember Steffen, to approve the
minutes of the January 11, 2017, regular meeting. Upon a roll call vote: Yeas: Councilmembers
Dunne, Gavin, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays:
None. Abstain: Councilmember Martinez.
Consideration of Agreement with Salesforce for Enterprise Wide Subscriptions to the
Salesforce Platform Renewal
Aaron Cosentino, Senior Management Analyst, and Laura Valdez-Wilson, Management Analyst,
provided a presentation on how the city currently uses the Salesforce Platform and how it will be
used in the future. A copy of the presentation is on file in the City Clerk’s office.
There was a discussion regarding the change in price, the new level of support, the number of
licenses being used, and the number of other communities using Salesforce. A resolution will
be presented at tonight's Council meeting for adoption by the City Council to renew the existing
software subscription agreement with Salesforce.com, Inc. for a three-year term.
Waste Management Recycle Often Recycle Right (RORR) Pilot Program Update
Vaughn Kuerschner of Waste Management provided a presentation on the results of the Recycle
Often Recycle Right (RORR) Pilot Program that was rolled out a year ago and next steps. The
RORR program has reduced recycling contamination and has set the RORR standards for
recycling in other Waste Management communities. A copy of the presentation is on file in the
City Clerk’s office.
There was discussion regarding the expansion of the pilot program, the types of plastics that are
accepted and alternative methods to recycling bags.
Adjourn to the City Council Meeting
Councilmember Gavin made a motion, seconded by Councilmember Shaw, to adjourn and go
into the City Council meeting. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin,
Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.

Reconvene
Councilmember Gavin made a motion, seconded by Councilmember Martinez, to reconvene the
Committee of the Whole meeting. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin,
Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
Elgin Police Department Crime Statistics Presentation
Chief Swoboda presented 2016 "Part 1 Crime" statistics and provided comparisons to previous
years. A copy of the presentation is on file in the City Clerk’s office.
Mayor Kaptain stated his disappointment in a recent newspaper article regarding the crime
statistics that contained erroneous information. He mentioned an article corrected this
information but the damage had been done. There was discussion regarding the transparency in
the department and the current challenges facing the department.
Consideration of Cultural Arts Commission 2017 Grant Award Recommendations
Councilmember Powell made a motion, seconded by Councilmember Steffen, to approve the
funding of the grant awards to support the arts programming in the community in the total of
$62,967. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge,
Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
Consideration of Amendment to Development Impact Fees Ordinance
There was discussion regarding the process by which the fees were determined, if School District
301 was aware of the proposed change, and what impact there would be on developers.
Councilmember Gavin made a motion, seconded by Councilmember Martinez, to move forward
with the amendment to Title 17 Development Impact Fees in order to establish an accurate
amount for the value of an improved acre of residential land used to determine school and park
land impact fees. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell,
Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
Consideration of Engineering Services Agreement with HR Green, Inc. for the 2017 Bridge
Rehabilitation Program
Councilmember Gavin made a motion, seconded by Councilmember Martinez, to enter into an
agreement with HR Green, Inc. in the amount of $110,800 to provide engineering services
necessary to design and develop bid documents for a construction contract to provide

maintenance and rehabilitation efforts for several city bridges and culverts. Upon a roll call vote:
Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw,
Steffen, and Mayor Kaptain. Nays: None.
Consideration of Agreement with WBK Engineering, LLC for Road Maintenance Program
Management Services
Councilmember Martinez made a motion, seconded by Councilmember Steffen, to approve the
agreement with WBK Engineering, LLC in the amount of $187,500 in order to effectively
manage maintenance programs. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin,
Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
Consideration of Economic Development Incentive Agreement with SureWerx
There was discussion regarding the size of the location, the investment in the property, and the
number of jobs at this location.
Councilmember Dunne made a motion, seconded by Councilmember Gavin, to approve the
economic development incentive agreement with SureWerx to induce the investment of
approximately $4.2 million in a 90,000 square-foot facility that will create approximately 45 full-
time positions. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell,
Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
Announcements from Council
Councilmember Shaw reminded residents about the PADS fundraiser on January 28th and his
participation in the “Dances with the Stars” portion of that evening’s fundraising event.
Councilmember Dunne announced a fundraiser at the VFW Post 1307, located at 1601 Weld
Road, on February 4th.
Mayor Kaptain announced the state boards vote for approval of Sherman Hospital’s same-day
ambulatory surgery center on its campus.
Councilmember Rauschenberger expressed condolences to Councilwoman Martinez on the loss
of her father.

events.
