HomeMy WebLinkAbouta - January 11, 2017 COW COMMITTEE OF THE WHOLE MEETING January 11, 2017 The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 6:00 p.m. in the Council Chambers. Present: Councilmembers Dunne, Gavin, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Absent: Councilmember Martinez. Approval of Minutes Councilmember Gavin made a motion, seconded by Councilmember Shaw, to approve the minutes of the December 21, 2016, regular meeting. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Illinois Housing Development Authority iRefi Program Presentation This item was presented at the City Council meeting. Consideration of 2017 Health Insurance Program with Blue Cross Blue Shield of Illinois There was discussion regarding the term and cost of the program and its impact on the budget. Councilmember Gavin made a motion, seconded by Councilmember Steffen, to enter into a ten‐ month, fully‐insured contract with Blue Cross Blue Shield of Illinois to provide health insurance for employees, retirees and their dependents in the amount of $8,474,360 for active employees and $1,299,150 for retired employees. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Consideration of Lease and Service Agreement with Nadler Golf Car Sales, Inc. for New Golf Cars at Bowes Creek Country Club Councilmember Shaw made a motion, seconded by Councilmember Steffen, to approve the lease and service agreement with Nadler Golf Car Sales in the amounts of $19,520 in 2017, $21,515 in 2018 and $24,420 in 2019-2024 in order to provide high quality golf cars and utility vehicles at Bowes Creek Country Club. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Committee of the Whole January 11, 2017 Page 2 Announcements from Council Councilmember Shaw announced the PADS fundraiser on January 28th and his participation in the “Dances with the Stars” portion of that evening’s fundraising event. Councilmember Gavin commented on the decrease in overtime costs in the Fire Department for the past two years. He thanked the department for the cost saving efforts while maintaining the quality of service. Councilmember Rauschenberger announced a Homebuyer education class being held on January 14, 2017, from 8:00 a.m. – 5:00 p.m. at St. Joseph’s hospital. Announcements from Staff Molly Center, Management Analyst in the City Manager’s Office, announced upcoming city events. Adjournment Councilmember Shaw made a motion, seconded by Councilmember Steffen, to adjourn and go into the Executive Session for the purpose of discussing the following matters. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
