HomeMy WebLinkAboutx - December 21, 2016 COW COMMITTEE OF THE WHOLE MEETING December 21, 2016 The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 6:00 p.m. in the Council Chambers. Present: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Absent: None. Approval of Minutes Councilmember Shaw made a motion, seconded by Councilmember Steffen, to approve the minutes of the November 9, 2016, special meeting. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Councilmember Gavin made a motion, seconded by Councilmember Martinez, to approve the minutes of the December 7, 2016, regular meeting. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Councilmember Martinez made a motion, seconded by Councilmember Steffen, to approve the minutes of the December 10, 2016, special meeting. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Consideration of Elgin Image Commission’s 2016 Recognition Awards Councilmember Powell made a motion, seconded by Councilmember Steffen, to approve the Image Commission’s selection of Mary Bramer, C. Dean and Jane Hampton Chipman, Paul J. Flory Ph.D. and Max K. Horwitt Ph.D. to receive the 2016 Elgin Recognition Award. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Consideration of Acceptance of Public Improvements within Shadow Hill Unit 4 - Phase 2 Councilmember Gavin made a motion, seconded by Councilmember Shaw, to approve the acceptance of the public improvements for ownership and maintenance in Shadow Hill Unit 4 - Phase 2 ($22,630 estimated five-year maintenance cost) in order to fulfill the city’s obligation to maintain reliable infrastructure for serving businesses and residents. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Committee of the Whole December 21, 2016 Page 2 Consideration of Contract with Konica Minolta Business Solutions for Nineteen Digital Copiers (RFP 16-048) Councilmember Shaw made a motion, seconded by Councilmember Martinez, to approve a contract with Konica Minolta Business Solutions for the lease of sixteen (16) black and white and three (3) color multi-functional devices in the amount of $132,400 for three years in order to expedite services, increase efficiencies and provide devices which are an essential component of the city’s efforts to create a sustainable records management program. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Consideration of Agreement with Fonteva for Cloud Based Software Applications There was discussion regarding the annual fee and the status of the contract with Salesforce. Councilmember Steffen made a motion, seconded by Councilmember Martinez, to approve the agreement with Fonteva in the amount of $145,000 per year in order to create a Salesforce cloud based solution for utility billing, cash receipts and citizen ecommerce portal that integrates with existing city cloud services and desktop applications. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Consideration of Establishment of a Firefighter Intern Training Program Councilmember Powell made a motion, seconded by Councilmember Gavin, to table the Firefighter's Intern Training Program. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Announcements from Council Councilmember Shaw wished all residents a Merry Christmas and Happy New Year. He also thanked residents for their support and feedback. Councilmember Gavin also wished all residents a Merry Christmas and healthy prosperous Happy New Year. Councilmember Dunne wished all residents Happy Holidays. Councilmember Martinez wished residents Happy Holidays and also a Happy Birthday to Molly Center. Committee of the Whole December 21, 2016 Page 3 Councilmember Powell wished residents Happy Holidays. She thanked those that provided for a family left homeless after a house fire and also expressed gratitude to Jeff Turner for coordinating the Holiday Community Dinner. Announcements from Staff Molly Center, Management Analyst in the City Manager’s Office, announced upcoming city events. Adjournment Councilmember Shaw made a motion, seconded by Councilmember Martinez, to adjourn the meeting.
