HomeMy WebLinkAboutu - November 16, 2016 COW COMMITTEE OF THE WHOLE MEETING November 16, 2016 The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 5:00 p.m. in the Council Chambers. Present: Councilmembers Dunne, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen (at 5:30 p.m.), and Mayor Kaptain. Absent: Councilmember Prigge. Approval of Minutes Councilmember Shaw made a motion, seconded by Councilmember Martinez, to approve the minutes of the November 2, 2016, regular meeting. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Rauschenberger, Shaw, and Mayor Kaptain. Nays: None. 2017 Budget Discussion City Manager Kozal reviewed the upcoming meetings and the topics to be discussed. Central Area TIF Fund City Manager Kozal reviewed the revenues and expenditures of the Central Area TIF (Tax Increment Financing) Fund. He highlighted strategic initiatives such as the Tower Building project and the Chicago Street Sewer Separation. There was discussion regarding the maintenance of parking decks, bridge replacements, and completed streetscape and infrastructure projects. Route 20 TIF Fund Laura Valdez Wilson, Management Analyst, reviewed the Route 20 TIF (Tax Increment Financing) Fund. She highlighted the history and the location of the TIF. The Route 20 TIF area includes the former Elgin Mental Health Property. The building located at 600 S. State Street is being considered for renovation and use by local human services organizations. The estimated cost for renovation of the space and resurfacing the street would be $575,000. Previously the various groups stated a need for consolidating office space and services. Committee of the Whole November 16, 2016 Page 2 Utility Fund Debra Nawrocki, Chief Financial Officer, reviewed the revenues and expenditures for the Utility Fund. Revenues for the fund are made up of charges for services and sale of commodities. The proposed budget included an increase of 4% for water fees and 9% for sewer fees. Ms. Nawrocki noted that there would be no new debt issued and the interceptor fees were being removed from the 2017 proposed budget. Also being proposed were three new positions for employment at the Airlite Water Treatment plant. There was discussion regarding staffing changes and the impact on site restoration work. Also discussed were the interceptor fees, the fee changes and the reserve levels. Consideration of Trial to Remove Odd/Even Parking on Porter Street between Laurel and Park Streets Aaron Cosentino, Senior Management Analyst, provided an overview of the parking issues and the steps taken to work with residents to reach a solution. Councilmember Shaw made a motion, seconded by Councilmember Martinez, to approve the trial to remove odd/even parking on Porter Street between Laurel and Park Streets. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Announcements from Council Councilmember Gavin commented on the recent ground breaking at Sherman Hospital. He noted the state of the art equipment that would be located there and looked forward to having other medical advances at this location. Councilmember Dunne thanked those residents that participated in the Veterans Day Events. He also wished everyone a Happy Thanksgiving. Announcements from Staff Laura Valdez-Wilson, Management Analyst in the City Manager’s Office, announced upcoming city events.
