The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 5:00 p.m.
in the Council Chambers. Present: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge,
Rauschenberger, Shaw, Steffen (at 5:12p.m.), and Mayor Kaptain. Absent: None.
Approval of Minutes
Councilmember Shaw made a motion, seconded by Councilmember Dunne, to approve the
minutes of the October 12, 2016, regular meeting. Upon a roll call vote: Yeas: Councilmembers
Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, and Mayor Kaptain. Nays:
None.
Councilmember Gavin made a motion, seconded by Councilmember Martinez to approve the
minutes of the October 22, 2016, special meeting. Upon a roll call vote: Yeas: Councilmembers
Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, and Mayor Kaptain. Nays: None.
Abstain: Councilmember Shaw
2017 Budget Discussion
City Manager Kozal outlined 2016 and how the challenges of not having a state budget were
handled and how they have affected the city. He noted that the state continues to operate
without a budget and it did not seem likely they would have one prior to the end of the 2016.
He stated that looking forward to 2017 budget, some issues to consider include drops in income
and sales tax revenues and an increase in health insurance premiums.
The proposed 2017 budget will include no increase to the General Fund tax levy, health
insurance premiums are budgeted at a 16% increase, cost of living increases that are in
previously approved employment agreements, and the Utility Fund will include a modest
increases. As previously directed by Council there will be a continued draw down on the
reserves.
City Manager Kozal concluded by outlining the meeting dates and topics for the budget
meetings.
There were discussions regarding the reserve levels and when copies of the proposed budget
would be available.

Consideration of Resolution Establishing a Schedule of City Council Meetings for 2017
Councilmember Shaw made a motion, seconded by Councilmember Martinez, to approve the
schedule of city council meeting for 2017 to comply with requirements of the Open Meetings
Act. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge,
Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
Consideration of Agreement with Sikich LLP to Provide Professional Auditing Services
There was discussion regarding the number of responses, the selection methodology used and
benefits of rotating of auditors.
Councilmember Gavin made a motion, seconded by Councilmember Martinez, to enter into an
agreement with Sikich LLP to provide professional auditing services to retain the professional
services of a quality accounting firm to perform the city’s annual audit. Upon a roll call vote:
Yeas: Councilmembers Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and
Mayor Kaptain. Nays: Councilmember Dunne.
Consideration of Agreement with Box Inc. for Cloud Based Data Storage and Document
Management Platform
There was discussion regarding the security features, Salesforce integration, search capabilities,
and potential savings by streamlining processes.
Councilmember Dunne made a motion, seconded by Councilmember Steffen, to enter into an
agreement with Box Inc for Cloud Based Data Storage and Document Management Platform to
create a cloud based data storage and document management solution that integrates with
existing city cloud services and desktop applications. Upon a roll call vote: Yeas:
Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and
Mayor Kaptain. Nays: None.
Consideration of Naming of a City Park Located in the Bowes Creek Subdivision
Councilmember Dunne made a motion, seconded by Councilmember Gavin, to remove the item
from the table. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell,
Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
There was discussion regarding the level of neighborhood input in the naming process and using
a historical figure from Elgin to name parks in the future.

Councilmember Steffen made a motion, seconded by Councilmember Shaw, to provide a name
for a new city park located in the Bowes Creek Subdivision. Upon a roll call vote: Yeas:
Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and
Mayor Kaptain. Nays: None.
Announcements from Council
Councilmember Dunne thanked the Illinois Association of Retired Firefighters for choosing to
hold their October meeting at the Elgin Fire Museum. He also commented on his recent
treatment for skin cancer and encouraged residents to seek early treatment.
Councilmember Powell expressed her thanks to staff and volunteers for the success of this year’s
Nightmare on Chicago Street. She also commended the Cultural Arts Commission’s Art
Harvest event which was a family friendly event that included the launch the commission’s
public art database.
Councilmember Rauschenberger wished the Chicago Cubs good luck in their World Series run.
Announcements from Staff
Laura Valdez-Wilson, Management Analyst in the City Manager’s Office, announced upcoming
city events.

Councilmember Dunne made a motion, seconded by Councilmember Martinez, to adjourn.
Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge,
Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
