HomeMy WebLinkAboutr2 - October 22, 2016 COW special SPECIAL COMMITTEE OF THE WHOLE MEETING October 22, 2016 The special Committee of the Whole meeting was called to order by Mayor Kaptain at 9:00 a.m. in the Council Chambers. Present: Councilmembers Dunne, Gavin, Martinez, Powell (arrived at 9:10 a.m.), Prigge, Rauschenberger, Steffen, and Mayor Kaptain. Absent: Councilmember Shaw. City Manager Kozal provided a brief overview of items to be discussed during the meeting. Topics to be reviewed included a financial update and a presentation regarding proposed changes to the municipal sign code. Mr. Kozal provided a timetable for the discussion of the proposed 2017 budget. Financial Update Debra Nawrocki, Chief Financial Officer, reviewed the 2016 projections for the General Fund. She noted challenges for the city would be reduced income tax revenue and increasing pension contributions. A copy of the presentation is on file in the City Clerk’s office. There was discussion regarding pension contributions, the Telecommunication Tax, and the status of the cash reserve. Sign Code Analysis and Discussion of Proposed Amendments Corporation Counsel William Cogley provided a presentation regarding the current municipal sign code and outlined the proposed amendments. A copy of the presentation is on file in the City Clerk’s office. Mr. Cogley stated that the sign code is part of the city’s zoning code, therefore it’s necessary to go through the public hearing process with Planning and Zoning Commission, and then to the City Council for final approval. The proposed amendments included additional definitions for government and snipe graphics, increased area for window graphics to 25 percent, and amendments to temporary graphics including changes to the size. Mr. Cogley outlined the current regulations for the electronic copy signs. This type of sign is currently allowed in specific areas on a trial basis to determine the effect of allowing this type of sign. They are regulated by the graphics rate of change, brightness, and types images. It is recommended that permission to use the electronic changeable copy graphics be expanded. The two different proposals were all nonresidential zoning districts and all of the nonresidential zoning districts excluding RB (Residence Business) and CC1 (Center City). Committee of the Whole October 22, 2016 Page 2 There was discussion regarding temporary signs, flag poles, billboards, penalty provisions and electronic signs. Councilmember Dunne moved, seconded by Councilmember Martinez, to move forward with recommendation number two which permitted electronic changeable copy graphics in all nonresidential zoning districts excluding RB (Residence Business) and CC1 (Center City). Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Steffen, and Mayor Kaptain. Nays: None. Public Comment Mayor Kaptain asked if there was anyone in the audience who wished to make a comment. No public comments were made at this time. Adjournment Councilmember Gavin moved, seconded by Councilmember Dunne, to adjourn the meeting. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Steffen, and Mayor Kaptain. Nays: None.
