The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 6:00 p.m.
in the Council Chambers. Present: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge,
Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Absent: None.
Approval of Minutes
Councilmember Gavin made a motion, seconded by Councilmember Martinez, to approve the
minutes of the September 28, 2016, regular meeting. Upon a roll call vote: Yeas:
Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and
Mayor Kaptain. Nays: None.
Consideration of Proposed Ordinance Establishing Regulations for the Abatement of
Nuisance Activities in the Center City Business District, Public Parks and Other
Recreational Areas and Facilities within the City
Laura Valdez-Wilson, Senior Management Analyst, presented the data regarding the homeless
population and the social services available to those individuals. Ms. Valdez-Wilson outlined
the current efforts of the city and social service agencies to assist those in need. A copy of the
presentation is on file in the City Clerk’s office.
Corporation Counsel Cogley outlined the proposed ordinance including who would be impacted,
the locations of the enforcement area, and how it would be enforced. The ordinance would
implement the proposed regulations for a two year test period.
There was discussion regarding alcoholic liquor regulations, efforts to fill gaps in social services,
and implementation of the proposed regulations.
Councilmember Steffen made a motion, seconded by Councilmember Gavin, to approve the
proposed ordinance establishing regulations for the abatement of nuisance activities in the Center
City Business District, public parks and other recreational areas and facilities within the city.
Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge,
Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.

Adjourn to the City Council Meeting
Councilmember Gavin made a motion, seconded by Councilmember Shaw, to adjourn and go
into the City Council meeting. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin,
Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
Reconvene
Councilmember Gavin made a motion, seconded by Councilmember Shaw, to reconvene the
Committee of the Whole meeting. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin,
Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
Consideration of Intergovernmental Agreement with the Forest Preserve of Kane County
for Elgin Shores Park
Councilmember Gavin made a motion, seconded by Councilmember Martinez, to enter into an
intergovernmental agreement with the Forest Preserve of Kane County to maintain Elgin Shores
as a park for residents. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez,
Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
Consideration of Acceptance of the Illinois Department of Transportation Sustained
Traffic Enforcement Program Grant for Occupant Protection and Impaired Driving
Enforcement
Councilmember Dunne made a motion, seconded by Councilmember Martinez, to accept the
Illinois Department of Transportation Sustained Traffic Enforcement Program Grant for
Occupant Protection and Impaired Driving Enforcement in the amount of $98,509 to continue
the partnership to provide safer roadways through occupant protection and impaired driving
enforcement. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell,
Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
Announcements from Council
Councilmember Prigge announced the Fall Trash Drop Off day being held on Saturday,
November 5, from 8:00 a.m. through 12:00 p.m. at the Waste Management Transfer Station,
1245 Gifford Road. The cost is $20 per vehicle for Elgin residents only and proof of residency is
required.
Councilmember Dunne reminded residents that it was Fire Prevention Week and the theme was
“Fire is Everyone’s Fight”.

Laura Valdez-Wilson, Management Analyst in the City Manager’s Office, announced upcoming
city events.
Adjournment
Councilmember Shaw made a motion, seconded by Councilmember Martinez, to adjourn and go
into the Executive Session for the purpose of discussing the following matters. Upon a roll call
vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw,
Steffen, and Mayor Kaptain. Nays: None.
Establishment of Reserves or Settlement of Claims as Provided in the Local
Governmental and Governmental Employees Tort Immunity Act - Exempt
Under Section 120/2(c)(12) of the Open Meetings Act
Selection of a Person to Fill a Public Office, Including a Vacancy in a Public
Office, When the Public Body is Given Power to Appoint Under Law or Ordinance,
or the Discipline, Performance or Removal of the Occupant of a Public Office,
When the Public Body is Given Power to Remove the Occupant Under Law or
Ordinance - Exempt Under Section 120/2(c)(3) of the Open Meetings Act
