HomeMy WebLinkAboutq - September 28, 2016 COW COMMITTEE OF THE WHOLE MEETING September 28, 2016 The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 6:00 p.m. in the Council Chambers. Present: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Absent: None. Approval of Minutes Councilmember Powell made a motion, seconded by Councilmember Martinez, to approve the minutes of the September 14, 2016, regular meeting. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Consideration of Renewal of the Liability, Crime, and Workers’ Compensation Insurance Programs for the Period October 1, 2016 through September 30, 2017 Kelly Wasilewski, Risk Management, provided an overview of the costs associated with the different coverage categories. A resolution will be presented at tonight's Council meeting for adoption by the City Council. Image Advisory Commission Entry Way Signage Project Presentation In 2014, the Image Advisory Commission was tasked with creating gateway entry signs at main roadways leading into the downtown district. Tricia Dieringer, Image Advisory Commission Chairperson, presented the results of the commission’s work. She outlined the locations that the entry signs might be placed, the designs chosen, and the next steps to the project. There was discussion regarding the proposed wording, the locations, future locations, and possible lighting options. Consideration of Proposed Ordinance to Provide for Regulations Regarding the Installation of Personal Wireless Telecommunication Services and Facilities in the Public Right-of-Way Councilmember Dunne made a motion, seconded by Councilmember Gavin, to adopt regulations regarding the installation of personal wireless telecommunication services and facilities in the public right-of-way in order to properly regulate such facilities. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Committee of the Whole September 28, 2016 Page 2 Consideration of Contract with Chicago Office Technology Group for Managed Print Services (RFP 16-036) Councilmember Gavin made a motion, seconded by Councilmember Steffen, to award an agreement with Chicago Office Technology Group for managed print services in the amount of $17,847 which will provide toner cartridges and printer maintenance services for printers throughout the city. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Consideration of Emergency Loan for the Latino Treatment Center There was discussion regarding the services provided, the number of Elgin residents served and the treatment center’s fundraising efforts. Councilmember Powell made a motion, seconded by Councilmember Steffen, to provide short- term financial assistance to the Latino Treatment Center in the amount of $50,000 through the human services emergency loan program. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Consideration of a License Agreement with BBK Motorsports There was discussion regarding the number of parking spaces that would be used, the number of motorcycles in those spaces, and if there were any potential liability issues. Councilmember Gavin made a motion, seconded by Councilmember Martinez, to approve the license agreement with BBK Motorsports to assist a downtown business with marketing and visibility. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Announcements from Council Councilmember Gavin announced the Tower Building groundbreaking being held at 11:00 a.m. on September 29, 2016. Councilmember Dunne complimented city hall staff for having a backup plan in place for a recent power outage at City Hall. He noted that business continued despite power being out at the building. He also invited residents to the Save the Cobblestone fundraising event, at Crystal and West Chicago Street, from 12:00 p.m. to 4:00 p.m. on October 1, 2016. Committee of the Whole September 28, 2016 Page 3 Councilmember Prigge announced a Marching Band Showcase being held on October 5, 2016 at Elgin High School. The showcase will feature all of the marching bands in the school district. Announcements from Staff Laura Valdez-Wilson, Management Analyst in the City Manager’s Office, announced upcoming city events. Adjournment Councilmember Dunne made a motion, seconded by Councilmember Steffen, to adjourn the meeting. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
