The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 6:00 p.m.
in the Council Chambers. Present: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge,
Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Absent: None.
Approval of Minutes
Councilmember Shaw made a motion, seconded by Councilmember Steffen, to approve the
minutes of the August 24, 2016, regular meeting. Upon a roll call vote: Yeas: Councilmembers
Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain.
Nays: None.
Consideration of Resident Only Parking Regulation Trial for Neighborhood South and
East of Elgin High School, Known as the Summerhill Subdivision
There was discussion regarding the cost of the parking permit for the high school, the impact of
parking on resident’s services, and alternatives to the proposed plan. Other items discussed
included cost of signage, staff time and enforcement during the trial period. Jerry Cook,
Principal of Elgin High School, addressed the council’s questions regarding the parking permit
fees, and school policy for student parking.
Councilmember Prigge made a motion, seconded by Councilmember Shaw, to table this item for
thirty days to allow for further discussion and coordination with U-46 regarding the parking
issues around Elgin High School. Upon a roll call vote: Yeas: Councilmembers Powell, Prigge,
Rauschenberger and Shaw. Nays: Councilmembers Dunne, Gavin, Martinez, Steffen, and Mayor
Kaptain.
Motion failed.
Councilmember Gavin made a motion, seconded by Councilmember Steffen, to move forward
with the resident only parking regulation trial for neighborhood south and east of Elgin High
School, to reduce on street parking congestion in the neighborhood caused by school students
and bus drivers. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Steffen,
and Mayor Kaptain. Nays: Councilmember Powell, Prigge, Rauschenberger, and Shaw.
Motion passed.

Consideration of Change Order Number 1 and Final with Layne Christiansen for Deep
Well 1 Repairs
Councilmember Shaw made a motion, seconded by Councilmember Steffen, to approve Change
Order No. 1 and Final with Layne Christiansen for Deep Well 1 Repairs in an amount not to
exceed $14,506 to repair the Slade Avenue well field, Deep Well 1, and install equipment
protection measures to provide a sufficient source of water supply for the treatment process.
Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge,
Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
Consideration of Engineering Services Agreement with KLM Engineering, Inc. for the
Randall Road Water Tower Painting Project
Councilmember Shaw made a motion, seconded by Councilmember Gavin, to approve an
engineering services agreement with KLM Engineering, Inc. for the Randall Road Water Tower
Painting project in an amount not to exceed $119,520 to provide professional engineering design
and construction observation for the rehabilitation of the tower, in addition to providing
inspection services for the Riverside one-million gallon ground storage reservoir. Upon a roll call
vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw,
Steffen, and Mayor Kaptain. Nays: None.
Announcements from Council
Councilmember Prigge announced the upcoming Pet Health Event being held October 8th at
Hemmens Cultural Center.
Councilmember Dunne announced the 50th commemorate ceremony for Pfc. Florentino John
Santana at 1:00 p.m. on September 18, 2016, at the VFW Post 1307, located at 1601 Weld Road.
Councilmember Dunne also invited residents to attend the Fire Barn Museum annual open house
from 11:00 a.m. to 4:00 p.m. on September 24, 2016.
Councilmember Powell thanked staff and those that attended the Illinois Brews at Bowes
fundraising event benefitting the Parks and Recreation Foundation. She also thanked everyone
that participated in the Historic House Walk.
Councilmember Rauschenberger invited residents to attend the upcoming Elgin Fringe Festival
being held September 15th through the 18th at various location in Elgin.

Announcements from Staff
Laura Valdez-Wilson, Management Analyst in the City Manager’s Office, announced upcoming
city events.
Adjournment
Councilmember Gavin made a motion, seconded by Councilmember Dunne, to adjourn and go
into the Executive Session for the purpose of discussing the following matters. Upon a roll call
vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw,
Steffen, and Mayor Kaptain. Nays: None.
Establishment of Reserves or Settlement of Claims as Provided in the Local
Governmental and Governmental Employees Tort Immunity Act - Exempt Under
Section 120/2(c)(12) of the Open Meetings Act
The meeting adjourned at 6:50 p.m.
