HomeMy WebLinkAbouto - August 24, 2016 COW COMMITTEE OF THE WHOLE MEETING August 24, 2016 The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 6:00 p.m. in the Council Chambers. Present: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Absent: None. Approval of Minutes Councilmember Gavin made a motion, seconded by Councilmember Shaw, to approve the minutes of the August 10, 2016, regular meeting. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Consideration of No Parking Regulation for Bent Street between Upper and Lower Wellington There was discussion regarding how the regulations were initiated and the impact on city services. Councilmember Gavin made a motion, seconded by Councilmember Martinez, to move forward with a change in the city ordinance to reflect permanent no parking along a section of Bent Street in order to improve line of site, traffic flow and effectiveness of public service delivery. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Consideration of Contract with The Horton Group for Employee Benefit Consulting Services (RFP 16-135) Councilmember Powell made a motion, seconded by Councilmember Gavin, to award a five year contract to The Horton Group in the amount of $84,000 for health, vision, dental and life insurance solicitation and negotiation and support services for employees. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Committee of the Whole August 24, 2016 Page 2 Consideration of Approve a List of Selected Recipients for the 2016 Residential Conversion Grant Program Councilmember Powell made a motion, seconded by Councilmember Steffen, to award grants to owners of lawful nonconforming residential properties in the amount of $94,000 to return the property to a lawful conforming state. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Consideration of Sub-Recipient Agreement with Kane County Office of Community Reinvestment for 2015 Community Development Block Grant There was discussion regarding the contracts that are used and other funding sources for residents to utilize. Councilmember Gavin made a motion, seconded by Councilmember Martinez, to approve the execution of Program Year 2015 Community Development Block Grant Sub-Recipient Agreement with Kane County Office of Community Reinvestment in the amount of $50,000. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Announcements from Council Councilmember Prigge commented on the recent motorcycle accident near the downtown area and the staff response to residents’ concerns about the safety at the location. Councilmember Gavin commented on a law that would allow a school board to appoint a chief executive officer (CEO) as its top leader. This new law would allow School District U-46 CEO Tony Sanders to also serve as superintendent of the district. Councilmember Dunne noted that a local priest had suffered a heart attack during services. Parishioners, Chris Clausen and Kathy Olsen were able to assist him and used the AED (Automated External Defibrillator) that was located at the church. Councilmember Powell congratulated Pastor Willie Tate on his 30th anniversary as Pastor at Progressive Baptist Church. Mayor Kaptain announced that he was informed by the Ecker Center that they will be repaying the emergency loan back to the City. He thanked staff for the time and effort to develop the program that allowed the city to assist this human services agency. Adjournment Councilmember Shaw made a motion, seconded by Councilmember Dunne, to adjourn and go into the Executive Session for the purpose of discussing the following matters.
