HomeMy WebLinkAboutn - August 10, 2016 COW COMMITTEE OF THE WHOLE MEETING August 10, 2016 The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 6:00 p.m. in the Council Chambers. Present: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Absent: None. Approval of Minutes Councilmember Shaw made a motion, seconded by Councilmember Steffen, to approve the minutes of the July 13, 2016, regular meeting. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Councilmember Gavin made a motion, seconded by Councilmember Shaw, to approve the minutes of the July 23, 2016, special meeting. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Abstain: Councilmember Powell. Presentation on Potential Water Treatment Options to Mitigate Taste and Odor Issues (Informational Presentation) Kyla Jacobsen, Water System Superintendent, provided an update on the recent odor and taste event effecting the city’s water supply. She noted the measures taken, the length of the event, and the number of similar events the city has had in the past. Ms. Jacobsen outlined ozone treatment including the process, the equipment needed, and potential costs. There was discussion regarding the safety of the water, the feasibility of the use of ozone treatment, and the recommendations of the water department. Follow-up Discussion to Sikich LLC Audit Presentation (Informational Presentation) Mayor Kaptain responded to comments made by Councilmember Dunne at the July 13, 2016 Committee of the Whole meeting regarding the audit presentation. There was discussion regarding the procurement procedures and the method used to request proposals for professional auditing services. Committee of the Whole August 10, 2016 Page 2 Consideration of Second Amendment to Engineering Services Agreement with RK Johnson and Associates, Inc. Engineers for 2016 Combined Sewer Overflow NPDES Permit Compliance Councilmember Powell made a motion, seconded by Councilmember Gavin, to approve the second amendment to the agreement with RK Johnson and Associates, Inc. Engineers in the amount of $109,100 in order to continue the multi-year agreement to assist the city with compliance of the IEPA NPDES permit requirements as well as provide city staff with engineering services. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Consideration of Approval of New U.S. Route 20 and Reinking Road Intersection Configuration There was discussion regarding the possible intersection configuration, funding sources, and impact on development. Councilmember Shaw made a motion, seconded by Councilmember Steffen, to approve the agreement with RK Johnson and Associates, Inc. for the concept of the new U.S. Route 20 and Reinking Road intersection to support the construction of a roundabout at the intersection to eliminate the undesirable curve at Reinking Road. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Consideration of Intergovernmental Agreement and Easement Agreement with the Fox River Water Reclamation District for a Sludge Transfer Main Project Councilmember Gavin made a motion, seconded by Councilmember Martinez, to enter into an intergovernmental agreement and an easement agreement with the Fox River Water Reclamation District to allow the District to install a sludge transfer main along the northern boundary of the city's Sports Complex property. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Announcements from Council Councilmember Martinez commented on the recent Food Truck event sponsored by the Grand Victoria Casino. She noted that it was a well-attended and successful event. Councilmember Steffen announced the Kiwanis BBQ event being held on Saturday August 13, 2016 from 4:00 p.m. to 7:00 p.m. at the Sherman Hospital parking lot. Committee of the Whole August 10, 2016 Page 3 Councilmember Powell thanked residents Michael and Christopher Cole for organizing the Unity Peace Walk held on Sunday, August 7, 2016. She also thanked the Human Relations Commission, the YWCA and Coalition of Elgin Religious Leaders for sponsoring the event. Announcements from Staff Laura Valdez-Wilson, Management Analyst in the City Manager’s Office, announced upcoming city events. Adjournment Councilmember Shaw made a motion, seconded by Councilmember Martinez, to adjourn. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
