SPECIAL COMMITTEE OF THE WHOLE MEETING
July 23, 2016
The special Committee of the Whole meeting was called to order by Mayor Kaptain at 9:00 a.m.
in the Council Chambers. Present: Councilmembers Dunne, Gavin, Martinez, Prigge,
Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Absent: Councilmember Powell.
Mayor Kaptain opened the meeting and asked if there was anyone in the audience who wished to
make a comment.
Bennie Sowers asked about odd/even parking in her neighborhood and the opportunity for
resident input. She also asked if there had been any changes regarding parking proximity to
residential driveways.
Assistant City Manager Kozal provided a brief overview of items to be discussed during the
meeting. Topics to be reviewed included a second quarter financial update, presentations
regarding spillover parking, the capital construction progress, and an update on the Parks
Foundation.
Second Quarter Financial Report
Debra Nawrocki, Chief Financial Officer, outlined the second quarter budget results noting
revenues and expenditures were on track and highlighting the status of the Police and Fire
pension funds. Ms. Nawrocki provided information regarding how the actuaries’ evaluation
process impacts the pension liability. Assumptions that affected the pension liability included
investment rate of return, mortality tables, salary scales and withdrawal, disability and retirement
rates. A copy of the presentation is on file in the City Clerk’s office.
There was discussion regarding pension issues including, actuarial assumptions, mortality tables,
life expectancy, and rate of returns. Also discussed was the status of the cash reserve and
utilizing these funds for pensions.
Spillover Parking Analysis and Discussion
Aaron Cosentino, Senior Management Analyst, provided information and challenges regarding
parking issues throughout the city. The focus of the discussion was spillover parking, which is
when drivers are parking outside of their neighborhood or school flowing into adjacent
neighborhoods. The challenges faced with parking issues include delivery of services such as
mail, snow plowing, street sweeping, garbage collection, and emergency vehicle access.

It is recognized that parking is an emotional issue. Those impacted have territorial feelings and,
feel inconvenienced by not being able to park close to home. Proposed solutions will not
completely satisfy those involved and create winner and losers in the process. Mr. Cosentino
noted that there were process enhancements being implemented to handle parking related issues.
Communications, reporting, increased transparency, and signage in trial areas were examples of
the process enhancements.
There was discussion regarding resident input, the role of the Neighborhood Engagement
Committee, previous parking trials, and ways to help the most and impact the least.
The Council held a brief recess from 10:15 a.m. – 10:30 a.m.
Mr. Cosentino provided an overview of five different parking case studies. The areas presented
were: Popular Creek, South of Elgin High School, Kennington Square, Porter and Chicago
Street, and Edison and South Street. The issues and potential solutions for each are were
presented and discussed.
Capital Construction Progress Report
Laura Valdez-Wilson, Senior Management Analyst, provided an update on the various road
construction projects taking place across the city. A copy of the presentation is on file in the
City Clerk’s office.
There was discussion regarding the funding source for the projects, feedback from the residents
regarding the contractors and performance data.
Parks and Recreation Foundation
Randy Reopelle, Parks and Recreation Director, provided a presentation on the Parks and
Recreation Foundation. A copy of the presentation is on file in the City Clerk’s office.
Mr. Reopelle outlined the history of the foundation, mission statement, and future plans. He
announced that on Saturday, September 10, 2016 they would be hosting a fundraiser, “Illinois
Brews at Bowes Creek.” He stated that the foundation is currently implementing a Planned
Giving Program with various donations options.
There was discussion regarding the financial position of the foundation, potential donors, and the
programs they support.

Adjournment
Councilmember Dunne moved, seconded by Councilmember Martinez, to adjourn. Upon a roll
call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Prigge, Rauschenberger, Shaw,
Steffen, and Mayor Kaptain. Nays: None.
The meeting adjourned at 12:10 p.m.
