The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 6:00 p.m.
in the Council Chambers. Present: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge,
Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Absent: None.
Approval of Minutes
Councilmember Steffen made a motion, seconded by Councilmember Martinez, to approve the
minutes of the May 25, 2016, regular meeting. Upon a roll call vote: Yeas: Councilmembers
Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, and Mayor Kaptain. Nays:
None. Councilmember Steffen abstained
Consideration of Agreement with Judson University for the Use of City Owned Fiber Optic
Cable
Councilmember Gavin made a motion, seconded by Councilmember Martinez, to approve the
agreement with Judson University to allow for use of city owned fiber optic cable for revenue in
the amount of $10,000 in order to enhance the Elgin educational community through joint
cooperation with Judson University, ECC and NIU to connect Judson University to NIUNet.
Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge,
Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
Consideration of License and Services Agreement with Bockyn, LLC for Recreation
Software
There was discussion regarding the software’s security, data storage, compatibility with Sales
Force, and the end user experience.
Councilmember Shaw made a motion, seconded by Councilmember Steffen, to approve the
license and services agreement with Bockyn, LLC in the amount of $61,500 in order to replace
the Parks and Recreation Department’s server based recreation application with a cloud-based
application. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell,
Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.

Consideration of Engineering Services Agreement with Strand Associates, Inc. for Various
Utility Department Projects
Councilmember Powell made a motion, seconded by Councilmember Shaw, to award a contract
to Strand Associates, Inc. for engineering services related to utilities department projects in the
amount of $150,000 for a variety of projects to maintain and improve the city’s water treatment
facilities and utility infrastructure. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin,
Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
Consideration of Consortium Agreement with Kane County Office of Community
Reinvestment for the 2017-2019 HOME Investment Partnerships Program
There was discussion regarding services available through the program, the make-up of the
oversight committee, and the services available to the Cook County residents.
Councilmember Shaw made a motion, seconded by Councilmember Martinez, to approve the
execution of the 2016 HOME Investment Partnerships Program Consortium agreement with the
Kane County Office of Community Reinvestment in order to provide for the utilization of federal
funds for projects targeted towards homeowner rehabilitation, homebuyer assistance, the
development of affordable housing and tenant based rental assistance in partnership with the
Kane County Office of Community Reinvestment. Upon a roll call vote: Yeas: Councilmembers
Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain.
Nays: None.
Consideration of Intergovernmental Agreement with Kane County to Administer Elgin’s
Federally Funded Programs
Councilmember Dunne made a motion, seconded by Councilmember Gavin, to approve an
intergovernmental agreement with Kane County for the Community Development Block Grant
and Neighborhood Stabilization Program programs in the amount of $94,460 paid through
federal program funds, in order to provide administration and oversight of the programs through
services of the Kane County Office of Community Reinvestment. Upon a roll call vote: Yeas:
Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and
Mayor Kaptain. Nays: None.
Consideration of Resolution Establishing Prevailing Wage Rates on Public Works
Contracts
There was discussion regarding the status of the 2016 rates and when they would be available.
Corporation Counsel Cogley noted that the ordinance contains wording that the most recent rates
apply to those responsible.

Councilmember Dunne made a motion, seconded by Councilmember Steffen, to approve moving
forward with the adoption of a resolution establishing prevailing wage rates on public works
contracts in accordance with the Illinois Department of Labor's rate schedule. Upon a roll call
vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw,
Steffen, and Mayor Kaptain. Nays: None.
Consideration of Co-sponsorship Agreement with Grand Victoria Casino Regarding
Fourth of July Fireworks
Councilmember Gavin made a motion, seconded by Councilmember Martinez, to approve the
partnership with the Grand Victoria Casino in an amount not to exceed $30,000 to present Fourth
of July fireworks and a concert with the Grand Victoria Casino using city staff support. Upon a
roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger,
Shaw, Steffen, and Mayor Kaptain. Nays: None.
Discussion Concerning Council Rules (Councilman Shaw)
Councilmember Shaw asked for discussion and consideration on the following council rules:
procedures to add an item to the council agenda, the location of the council during the committee
of the whole meetings, and remote attendance for council members.
There was discussion regarding the pros and cons of changing the rule back to requiring only one
councilmember to add an item to the agenda
Councilmember Shaw made a motion, seconded by Councilmember Rauschenberger, return to
the previous requirement of only one member required to add an item to the agenda. Upon a roll
call vote: Yeas: Councilmembers Martinez, Prigge, Rauschenberger, and Shaw. Nays:
Councilmembers Dunne, Gavin, Powell, Steffen and Mayor Kaptain.
Motion failed.
There was discussion about moving the Committee of the Whole location and concerns
regarding ease of viewing, speakers or presentations, staff time involving meeting set-up, and
safety.
Councilmember Shaw made a motion, seconded by Councilmember Gavin, to conduct the
Committee of the Whole meeting in front of the dais. Upon a roll call vote: Yeas:
Councilmember Shaw. Nays: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge,
Rauschenberger, Steffen, and Mayor Kaptain.

There was discussion regarding the benefits of having the remote attendance option, if the option
was being abused, and the technology methods used to attend the meetings electronically.
Councilmember Shaw made a motion, seconded by Councilmember Gavin, to remove the
provision allowing council members to attend meetings remotely. Upon a roll call vote: Yeas:
Councilmembers Gavin, Prigge, and Shaw. Nays: Councilmembers Dunne, Martinez, Powell,
Rauschenberger, Steffen, and Mayor Kaptain.
Motion failed.
Announcements from Council
Councilmember Dunne thanked the Elgin and the Dundee American Legion chapters for their
Memorial Day events. He also thanked the Chippewa Indians for allowing the American Legion
Chapters to hold the field of flags event at their location.
Councilmember Rauschenberger reminded residents that the Lord’s Park Zoo was now open for
the summer.
Councilmember Prigge announced a clean-up day being held on June 25th at the Waste
Management facility on Gifford Road. Elgin residents can dispose of unlimited items, including
two TVs for $20.00.
Mayor Kaptain extended a thank you to all those that volunteered for the Neighborworks day
held in the near northwest neighborhood.
Announcements from Staff
Laura Valdez-Wilson, Management Analyst in the City Manager’s Office, announced upcoming
city events.
Adjournment
Councilmember Shaw made a motion, seconded by Councilmember Martinez, to adjourn. Upon
a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge,
Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
