The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 6:00 p.m.
in the Council Chambers. Present: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge,
Rauschenberger, Shaw, and Mayor Kaptain. Absent: Councilmember Steffen.
Approval of Minutes
Councilmember Gavin made a motion, seconded by Councilmember Martinez, to approve the
minutes of the May 4, 2016 regular meeting. Upon a roll call vote: Yeas: Councilmembers
Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, and Mayor Kaptain. Nays:
None.
Councilmember Shaw made a motion, seconded by Councilmember Martinez, to approve the
minutes of the May 7, 2016 special meeting. Upon a roll call vote: Yeas: Councilmembers
Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, and Mayor Kaptain. Nays:
None.
Shared Harvest Presentation
Jacqueline Hannah, Food Co-op Development Specialist at the Food Co-op Initiative, advocated
for Shared Harvest on the value and benefits of co-ops to communities. A copy of the
presentation is on file in the City Clerk’s office.
There was discussion regarding the status of funding the project, possible incentives, and
community benefits of the Shared Harvest Co-op.
Downtown Neighborhood Association Presentation
The Downtown Neighborhood Association presented information on the potential for a Special
Service Area (SSA) in Downtown Elgin. The SSA would fund expanded services and programs
through a localized property tax levy within contiguous areas. The enhanced services and
programs are in addition to those currently provided through the city. A copy of the
presentation is on file in the City Clerk’s office.
There was discussion regarding the boundary for the service area, level of support among those
property owners impacted, the proposed levy, and the length of time the SSA would be in effect.

Adjourn to the City Council Meeting
Councilmember Dunne made a motion, seconded by Councilmember Gavin, to adjourn and go
into the City Council meeting. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin,
Martinez, Powell, Prigge, Rauschenberger, Shaw, and Mayor Kaptain. Nays: None.
Reconvene
Councilmember Gavin made a motion, seconded by Councilmember Shaw, to reconvene the
Committee of the Whole meeting. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin,
Martinez, Powell, Prigge, Rauschenberger, Shaw, and Mayor Kaptain. Nays: None.
Lords Park Zoo Bison Presentation (Greg Rokos and Laura Valdez-Wilson)
Greg Rokos, Public Service Director, and Laura Valdez-Wilson, Management Analyst, presented
a summary of the Lords Park Zoo’s two-year pilot program with the Friends of the Lords Park
and a proposal for capital improvements in the bison pen area. A copy of the presentation is on
file in the City Clerk’s office.
There was discussion regarding the funding for the improvements and the federal regulations
surrounding the keeping of animals.
Consideration of Purchase of Service Agreement with the Elgin Community Network
Councilmember Dunne made a motion, seconded by Councilmember Gavin, to approve a
purchase of service agreement with the Elgin Community Network for an amount not to exceed
$10,000 for services and programs that promote community and civic engagement, which
includes the administration of the Neighborhood Matching Grant program. Upon a roll call vote:
Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, and
Mayor Kaptain. Nays: None.
Consideration of Agreement with Pictometry International, Corp. for Oblique Aerial
Imagery and Software
Councilmember Gavin made a motion, seconded by Councilmember Martinez, to approve the
six-year agreement with Pictometry International Corp in the annual amount of $22,000 to
acquire current oblique aerial imagery and related analytical software to enhance the accuracy
and functionality of the city Geographic Information System. Upon a roll call vote: Yeas:
Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, and Mayor
Kaptain. Nays: None.

Consideration of Agreement with Converging Networks Group, Inc. for Purchase of
Information System Network Core Switch Replacement
Councilmember Martinez made a motion, seconded by Councilmember Shaw, to approve the
agreement with Converging Networks Group, Inc. for purchase of an upgrade to the city network
core switch infrastructure in the amount of $96,500 in order to replace functionally obsolete
equipment and improve network performance, stability and support. Upon a roll call vote: Yeas:
Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, and Mayor
Kaptain. Nays: None.
Consideration of Ordinance Prohibiting a Property Owner or Occupant from Allowing
Fireworks-related Offenses to Occur on their Property
There was discussion regarding the necessity of the ordinance, enforcement of the noise
ordinance, the number of fireworks complaints in past years, and how enforcement at rental
properties would be handled.
Councilmember Gavin made a motion, seconded by Councilmember Martinez, to approve the
modification to the fireworks ordinance in order to provide officers with more enforcement
flexibility for fireworks-related offenses and ultimately reduce the use of fireworks within the
city. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge,
Rauschenberger, Shaw, and Mayor Kaptain. Nays: None.
Consideration of Ordinance Revisions Modifying Police Hiring and Promotional Rules and
Procedures
There was discussion regarding the impact of the proposed changes on the recruitment of various
positions.
Councilmember Prigge made a motion, seconded by Councilmember Martinez, to approve the
recommended ordinance changes to modify the current city ordinance to change the
requirements and procedures for police officer hiring and promotions. Upon a roll call vote:
Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, and
Mayor Kaptain. Nays: None.
Consideration of Amendment to the Public Services Employee Group Pay Plan
Councilmember Shaw made a motion, seconded by Councilmember Powell, to authorize the
addition of the Electrical Worker I and Utility Maintenance Technician titles to the
Public Services Employee Group Pay Plan in order to increase operational efficiency through

adding new titles and work descriptions to the pay plan. Upon a roll call vote: Yeas:
Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, and Mayor
Kaptain. Nays: None.
Consideration of Change Order to Orange Crush 2016 Neighborhood Street Resurfacing
Contract for Maintenance Plan for Brookside Drive
There was discussion on the cost to complete the project as proposed, future weight limits for the
road, and drainage concerns.
Councilmember Gavin made a motion, seconded by Councilmember Martinez, to approve a
change order with Orange Crush, LLC to pave Brookside Drive in the amount of $75,000 in
order to effectively use funds to improve the pavement and maintain Brookside Drive to the
desired level of service. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez,
Powell, Prigge, Rauschenberger, Shaw, and Mayor Kaptain. Nays: None.
Consideration of Cook County Retail Automobile Dealership Program Capital Investment
Grant for Biggers Motors, Inc., d/b/a Biggers Mazda
There was discussion regarding the terms of the grant and other incentives that were offered.
Councilmember Gavin made a motion, seconded by Councilmember Dunne, to approve
participation of Biggers Motors, Inc., 1320 East Chicago Street, in the Capital Investment Grant
component of the Cook County Retail Automobile Dealership Program for an amount not to
exceed $75,000 and waive all building permit fees associated with the improvements in order to
provide economic assistance to induce more than one million dollars in facility improvements to
an existing new car automobile dealership on Chicago Street. Upon a roll call vote: Yeas:
Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, and Mayor
Kaptain. Nays: None.
Announcements from Council
Councilmember Prigge commended the Community Development Director Marc Mylott and the
Code Compliance staff for their work on illegal clothing drop off boxes.
Councilmember Dunne commented that American Legion Post 57 would be observing Memorial
Day weekend events specifically for the Vietnam Veterans and Missing in Action.
Councilmember Rauschenberger reminded residents that the Harvest Market would be opening
on June 2nd.

Mayor Kaptain thanked Dave Reich, welding instructional coordinator and professor at Elgin
Community College, public works employee Ed Schmidt, and crew leader Gary Bender, for
coordinating the repair of the bayonet on the ‘doughboy’ statute in Memorial Park, at no cost to
the city and in time for Memorial Day.

Councilmember Gavin made a motion, seconded by Councilmember Martinez, to adjourn and go
into the Executive Session for the purpose of discussing the following matters. Upon a roll call
vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw,
and Mayor Kaptain. Nays: None.
Establishment of Reserves or Settlement of Claims as Provided in the Local
Governmental and Governmental Employees Tort Immunity Act - Exempt Under
Section 120/2(c)(12) of the Open Meetings Act
