HomeMy WebLinkAboutd - February 24, 2016 COW COMMITTEE OF THE WHOLE MEETING February 24, 2016 The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 6:00 p.m. in the Council Chambers. Present: Councilmembers Dunne (via telephone conference), Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Absent: None. Approval of Minutes Councilmember Gavin made a motion, seconded by Councilmember Shaw, to approve the minutes of the February 10, 2016, regular meeting. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Consideration of 2016 Property Tax Abatement Rick Kozal, Assistant City Manager, provided information about the annual ordinances abating taxes for the property tax levy. Consideration of Agreement with WesTech Engineering for the Leo Nelson Riverside Water Treatment Plant Train Two Structural Rehabilitation Project A resolution will be presented at tonight's Council meeting for adoption by the City Council. This agreement would rehabilitate structural components of the water treatment plant to ensure continued production of water meeting quality and quantity requirements. Downtown Neighborhood Association Presentation Executive Director Deirdre White provided a summary of the Downtown Neighborhood Association 2015 activities in the areas of creating, supporting and sustaining revitalization efforts in downtown Elgin. A copy of the presentation is on file in the City Clerk’s office. There was discussion regarding the 4th of July parade, progress of the Special Service Area (SSA), and the association’s goals for 2016. Committee of the Whole February 24, 2016 Page 2 Construction Communication Plan Presentation Laura Valdez-Wilson, Management Analyst, and Molly Center, Social Media Coordinator, updated the city council on outreach tools being used for the "Investing in Elgin" capital campaign, including a construction website, email campaign and mobile app enhancements. A copy of the presentation is on file in the City Clerk’s office. There was discussion regarding the use of the red alert phone system, impact on 311, and the attendance at the neighborhood open houses. Presentation Regarding 2015 Crime Statistics (Chief Swoboda) Chief Swoboda provided an overview of 2015 Crime Statistics. The presentation gave an overview of the individual components which comprise the crime statistics report and a general overview regarding related trends. There was discussion about how the police department communicates incidents to residents, including the use of social media and the website crimereports.com. Adjourn to the City Council Meeting Councilmember Powell made a motion, seconded by Councilmember Shaw, to adjourn and go into the City Council meeting. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Reconvene Councilmember Gavin made a motion, seconded by Councilmember Shaw, to reconvene the Committee of the Whole meeting. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Consideration of Agreement with Clarke Environmental Mosquito Management for Mosquito Control Program There was discussion about the process used to manage mosquitos, coordination between Kane and Cook Counties, public education and the impact of the Zika virus in the area. Committee of the Whole February 24, 2016 Page 3 Councilmember Powell made a motion, seconded by Councilmember Steffen, to award a contract to a contract to Clark Environmental Mosquito Management in the amount of $31,186 to provide mosquito management for the Kane County portion of the city of Elgin for the 2016 mosquito season. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Consideration of Amendment No. 1 to Thomas Engineering, Inc. Agreement to Add Construction Administration Engineering Services for the 2016 Plum/St. John Street Rehabilitation and Water Main Project Councilmember Gavin made a motion, seconded by Councilmember Steffen, to amend the agreement with Thomas Engineering, Inc. in the amount of $258,236 in order to ensure quality infrastructure and strengthen the city’s neighborhoods by administrating the construction of a street rehabilitation project, specifically the Plum/St John Street Rehabilitation project. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Consideration of Amendment No. 1 to Civiltech Engineering, Inc. Agreement to Add Construction Administration Engineering Services for the 2016 Eagle Heights South Street Rehabilitation and Water Main Project Councilmember Shaw made a motion, seconded by Councilmember Steffen, to amend the agreement with Civiltech Engineering, Inc. in the amount of $605,617 in order to ensure quality infrastructure and strengthen the city’s neighborhoods by administrating the construction of a street rehabilitation project in the Eagle Heights South Street Subdivision. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Consideration of Agreement with Zoll Medical Corporation for the Purchase of Four Cardiac Monitors with Related Components Councilmember Powell made a motion, seconded by Councilmember Martinez, to authorize an agreement with Zoll Medical Corporation in the amount of $119,250 for the purchase of three cardiac monitors and associated hardware components to increase paramedic efficiencies due to technological advancements. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Committee of the Whole February 24, 2016 Page 4 Consideration of Agreement with Northern Illinois University for NIUNet Internet Service Councilmember Shaw made a motion, seconded by Councilmember Steffen, to approve the agreement with NIU for NIUNet Internet Service for a total cost of $81,000 over three years to improve internet access speed and reliability. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Consideration of Sole Source Purchase of Motorola Solutions Real Time Information Center Console Position for the 9-1-1 Emergency Communications Center Councilmember Shaw made a motion, seconded by Councilmember Steffen, to approve the sole source purchase of the Motorola Solutions Real Time Information Center Console Position in the amount of $29,329 in order to enhance officer safety and situational awareness. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Consideration of Agreement with WBK Engineering, LLC for Road Maintenance Program Management Services Councilmember Shaw made a motion, seconded by Councilmember Powell, to approve an agreement with WBK Engineering, LLC in the amount of $61,600 in order to effectively manage maintenance programs. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Consideration of Adoption of the 2016 Official Zoning Map Councilmember Shaw made a motion, seconded by Councilmember Steffen, to approve and adopt the 2019 Official Zoning Map in order to comply with state statute requiring the annual adoption and publication of an official zoning map. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Consideration of 2016 Special Events There was discussion regarding the 4th of July parade, changes to vendor program for Nightmare on Chicago Street, locations for the International Festival and the addition of a Civil War reenactment weekend. Committee of the Whole February 24, 2016 Page 5 Councilmember Dunne made a motion, seconded by Councilmember Powell, to provide direction to staff regarding the planning and execution of city special events during 2016 in order to continue to offer quality of life amenities to the residents of Elgin through special events. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Consideration of Resolution Determining Property at 980 Lambert Lane is Appropriate for Cook County Class 6b Property Tax Incentive There was discussion regarding the term of the incentive, as well as the impact on development and other taxing bodies through the use of this incentive. Councilmember Powell made a motion, seconded by Councilmember Gavin, to move forward with a resolution supporting a request by Europe Holding, LLC to obtain a Cook County Class 6b tax incentive for financial assistance with the approximately $4 million construction of an industrial facility on the vacant property at 980 Lambert Lane. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Announcements from Council Councilmember Shaw invited residents to the robotics competition being held on February 27, 2016, at Elgin Community College Councilmember Gavin commented on the recent awards presentations for the Police and Fire Departments. Councilmember Powell announced a community-wide celebration of African- American history on February 28, 2016 at Second Baptist Church. State Representative LaShawn Ford - 8th Legislative District, will be the guest speaker for the evening. Councilmember Dunne stated that the Knights of Columbus would be holding a Chili Cook-off on February 27, 2016 at St Thomas More. Councilmember Prigge congratulated the Elgin Community College Men’s Basketball team on their season and the conference championship Mayor Kaptain invited the public to attend the Largest Family Fitness Class event being held on March 4, 2016 starting at 6:30 p.m. at Century Oaks School Gymnasium. Adjournment Councilmember Shaw made a motion, seconded by Councilmember Powell, to adjourn and go into the Executive Session for the purpose of discussing the following matters.
