The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 6:01 p.m.
in the Council Chambers. Present: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge,
Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Absent: None.
Approval of Minutes
Councilmember Shaw made a motion, seconded by Councilmember Steffen, to approve the
minutes of the December 16, 2015, regular meeting. Upon a roll call vote: Yeas:
Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and
Mayor Kaptain. Nays: None.
Backyard Chicken Pilot Program Wrap-up Report
Aaron Cosentino, Senior Management Analyst, provided the wrap-up report regarding the
Backyard Chicken Pilot Program. He went over the number of permits issued and coops built,
the permitting process, cost of coop construction and chickens, the inspection process, neighbor
reactions, and recommendations for the continuance of the program.
There was discussion regarding publicizing the program, educating the public regarding the
process and the cost of raising chickens, as well as possible modifications to improve the
program for the future. Concerns were expressed regarding the cost of running the program and
staff time involved with maintaining the program.
Councilmember Shaw made a motion, seconded by Councilmember Dunne, to direct staff to
bring forth recommendations regarding the program for consideration at a future meeting. Upon
a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge,
Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
Consideration of Approval of the 2016 – 2017 Health Insurance Program with Blue Cross
Blue Shield of Illinois
There was discussion regarding benefits, the cost of the program, bidding processes, the renewal
process, and budgeting for the program.
Councilmember Dunne made a motion, seconded by Councilmember Steffen, approve a fully‐
insured contract with Blue Cross Blue Shield of Illinois to provide health insurance for
employees, retirees and their dependents in the amount of $9,829,790 for active employees and
$1,755,815 for retired employees. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin,
Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.

Consideration of Intergovernmental Agreement with the Bartlett Fire Protection District
for Automatic Aid
There was discussion regarding reciprocity between the communities, demographics, response
times and coverage, efficiency of the program, economic impact, and the benefits in the health
and safety of the community because of the agreement.
Councilmember Gavin made a motion, seconded by Councilmember Martinez, to approve the
intergovernmental agreement with the Bartlett Fire Protection District to provide and receive
automatic aid in an effort to improve response times and response coverage. Upon a roll call
vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw,
Steffen, and Mayor Kaptain. Nays: None.
Consideration of Amendment No. 1 to Engineering Services Agreement with Baxter and
Woodman for 2016 National Pollution Discharge Elimination System Phase 2 Storm Water
Permit Compliance Project
Councilmember Powell urged the vendor to increase their efforts to educate a wider audience
regarding the project.
Councilmember Rauschenberger made a motion, seconded by Councilmember Prigge, to
approve Amendment No. 1 to the agreement with Baxter and Woodman in the amount of
$98,000 to continue the multiyear agreement to assist the city with compliance of the federally
mandated National Pollution Discharge Elimination System permit program. Upon a roll call
vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw,
Steffen, and Mayor Kaptain. Nays: None.
Discussion Concerning Sidewalk Snow Removal (Mayor Kaptain)
Mayor Kaptain opened the discussion of sidewalk snow removal. He stated some citizens had
inquired as to the possibility of initiating a sidewalk snow removal requirement, and wanted to
initiate a discussion among the Council to see receive their thoughts on if such an ordinance
would be effective and/or accepted by the larger community.
The council discussed the following regarding the topic of sidewalk snow removal:
the various reasons why people don’t or can’t shovel their sidewalks
the positive and negative impacts of shoveling
health and safety issues for school children, the elderly community, postal workers,
pedestrians and bicyclists
initiating a possible volunteer program for senior citizens unable to shovel
enforcement of any possible laws enacted and timeframes involved

increasing community outreach and awareness
possible incentive programs and contests for people who do shovel
city and staff costs involved if a law is enacted

Councilmember Steffen made a motion, seconded by Councilmember Shaw, to adjourn the
meeting. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge,
Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
