Special Committee of the Whole Meeting
December 5, 2015
The special Committee of the Whole meeting was called to order by Mayor Kaptain at 9:00 a.m.
at the Heritage Ballroom in the Centre, 100 Symphony Way. Present: Councilmembers Dunne,
Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen and Mayor Kaptain. Absent:
None.
Budget Overview
Laura Valdez Wilson, Management Analyst, provided a recap of the budget process to date,
outlined the 2016 strategic plan quarterly meetings, and the impact of the budget
communications plan. A copy of the presentation is on file in the City Clerk’s office.
Parks and Recreation Fund
Debra Nawrocki, Chief Financial Officer, presented information on the Parks and Recreation
fund. A copy of the presentation is on file in the City Clerk’s office. Items impacting this fund
include the renovations at the Centre, the 11% increase in memberships at the Centre, an
expansion of swim lessons, and an increase in rentals at the Hemmens. There was no allocation
in the proposed budget for capital improvements in this fund. If the state releases various funds
this item can be revisited.
There was a discussion regarding the Centre renovations and the impact on the fitness
memberships, and how the ERC (Eastside Recreation Center) was being marketed. Also
discussed were the types of programs that lead to an increase in rentals at the Hemmens Cultural
Center.
Golf Fund
Debra Nawrocki, Chief Financial Officer, presented information on the Golf Fund. A copy of
the presentation is on file in the City Clerk’s office. She noted that this was an enterprise fund
therefore revenues must cover expenditures. Revenue sources included greens fees, golf lessons
and driving range fees. There was discussion on the impact of the opening of the Grumpy Goat,
how the courses are marketed and the economic development impact of corporate golf
memberships.
Public Safety Pensions
Debra Nawrocki, Chief Financial Officer, presented information on Public Safety pensions. A
copy of the presentation is on file in the City Clerk’s office. She noted the impact of the
additional payments into each fund, and how funding level is determined by the state.

User Fee Study – Permit Fees
Community Development Director Marc Mylott gave a presentation on building permit fees
based on the results of the user fee study. Based on the study information there would be no
recommended changes to the current building permit fees.
Factors used in the fee study included average time to process, employee compensation, fees
collected and total cost of service by building permit type. This information collected was then
compared to twelve other municipalities including Arlington Heights, Aurora, Hoffman Estates,
Schaumburg and Sugar Grove. The study utilized representative projects such as a new single
family house, a new commercial building and a residential fence. Based on the date compiled,
the city was generally in the below average spectrum of fees charged by the twelve studied
municipalities.
The next area that the fee study would be covering is the planning and zoning fees such as
annexations, conditional uses and development impact fees.
There was discussion of how the comparable cities were determined, as well as how fee waivers
and fast track permitting are used in economic development efforts. It was noted that the
Community Development department is continuing to integrate with 311 and that permitting
software would improve performance measures.
Public Comment
Mayor Kaptain invited residents to address the council about the 2016 budget.
Donald Tutt expressed his concerns over the large increase in his property tax bill and asked that
the council keep in mind those on a fixed incomes when they made their budget decisions.
Adjournment
Councilmember Dunne made a motion, seconded by Councilmember Martinez, to adjourn the
meeting. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge,
Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None
The meeting adjourned at 11:00 a.m.
