HomeMy WebLinkAbouto - August 26, 2015 COW COMMITTEE OF THE WHOLE MEETING August 26, 2015 The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 6:00 p.m. in the Council Chambers. Present: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Absent: None. Approval of Minutes Councilmember Steffen made a motion, seconded by Councilmember Shaw, to approve the minutes of the August 12, 2015, regular meeting. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Tyler Creek Regional Stormwater Detention Presentation Carl Missele, Treasurer of the Tyler Creek Watershed Coalition, provided a presentation on the history of the Tyler Creek Fund. A copy of the presentation is on file in the City Clerk’s office. There was a discussion regarding the current fund balance; the process to apply to use the funds; the emphasis on education on impact to the creek The Centre of Elgin Fitness Center Improvements Presentation Randy Reopelle, Wayne Carlstedt and Eddie Hernandez provided a presentation on the recent fitness center improvements. A copy of the presentation is on file in the City Clerk’s office. There was discussion regarding marketing for new memberships and of the new improvements. Adjourn to the City Council Meeting Councilmember Shaw made a motion, seconded by Councilmember Dunne, to adjourn and go into the City Council meeting. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Reconvene Councilmember Gavin made a motion, seconded by Councilmember Dunne, to reconvene the Committee of the Whole meeting. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Committee of the Whole August 26, 2015 Page 2 Consideration of Amendment No. 1 to Engineering Services Agreement with Engineering Enterprises, Inc. for the Larkin Avenue Local Agency Functional Overlay Resurfacing Project Councilmember Dunne made a motion, seconded by Councilmember Steffen, to approve Amendment No. 1 with Engineering Enterprises, Inc. in the amount of $88,319 for the Larkin Avenue Local Agency Functional Overlay Resurfacing Project to improve, maintain and enhance the pavement infrastructure of Larkin Avenue between Airlite Street and McLean Boulevard. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Consideration of Schedule of Public Meetings for Proposed 2016 Budget and 2016-2019 Financial Plan Councilmember Dunne made a motion, seconded by Councilmember Shaw, to move the Wednesday, November 11, 2015 budget meeting to Saturday November 14, 2015 at 9 a.m. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Councilmember Powell made a motion, seconded by Councilmember Prigge, to change the venue of the October 24, 2015 meeting from Hawthorne Hills Nature Center to either City Hall or the Centre depending on the availability of these locations. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Councilmember Shaw made a motion, seconded by Councilmember Steffen, to establish a meeting schedule that allows for the appropriate amount of discussion and input by the city council so as to develop a balanced budget which meets the city’s strategic goals and objectives. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Announcements from Council Councilmember Dunne announced that he would not be at the next City Council meeting and would be unable to attend electronically. Councilmember Prigge congratulated the Grand Victoria Casino on a successful concert series. Councilmember Martinez announced the upcoming Streak Fry being held at the American Legion on September 7, 2015 from 3:00 p.m. – 7:00 p.m. Committee of the Whole August 26, 2015 Page 3 Mayor Kaptain stated he would be calling for a summit involving local social service agencies to discuss the funding impacts of the state budget crisis. Councilmember Rauschenberger stated her support of the Mayor’s idea. Announcements from Staff Laura Valdez-Wilson, Management Analyst in the City Manager’s Office, announced upcoming city events. Adjournment Councilmember Gavin made a motion, seconded by Councilmember Shaw, to adjourn and go into the Executive Session for the purpose of discussing the following matters. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
