HomeMy WebLinkAboutj - June 10, 2015 COW COMMITTEE OF THE WHOLE MEETING June 10, 2015 The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 6:00 p.m. in the Council Chambers. Present: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Absent: None. Approval of Minutes Councilmember Dunne made a motion, seconded by Councilmember Gavin, to approve the minutes of the May 27, 2015, regular meeting. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Consideration of Intergovernmental Agreement with Illinois Department of Transportation for the Maintenance of Municipal Streets There was a discussion regarding the level of maintenance provided, potential liability issues, and if there were any issues with the current agreement. A resolution will be presented at tonight's Council meeting for adoption by the City Council. Fire Presentation - Public Safety Technology Discussion Fire Chief Fahy, provided an update on the technology used to help the department do more with less in the areas of administration and operations. On the administrative side the department is utilizing software to assist in scheduling, track training, and inspections. Regarding operations the department has utilized the quint concept, the paramedic engine, and wireless patient care reporting. There was discussion regarding equipment replacement timetables, water rescue equipment, dispatch agreements, and the explorer program. Code 2.0 Presentation Marc Mylott, Community Development Director, provided a presentation on the changes in code enforcement. He highlighted the changes and accomplishments to date and outlined upcoming changes to software to track code cases. A copy of the presentation is on file with the City Clerk’s office. Committee of the Whole June 10, 2015 Page 2 There was discussion about the number of inspectors, the number of hours spent on inspections, the impact of 311 on the code inspection process, communication between departments and changes to the permit process relating to code issues. Consideration of Metro West Council of Government Membership Renewal for May 2015 to April 2016 Councilmember Dunne made a motion, seconded by Councilmember Powell, to remove the item from the table for consideration. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Mary Randle, Executive Director for Metro West Council of Government, was present to address questions and concerns from the city council. There was discussion on the services provided, types of events held, website content, cost of membership, newsletter information, and the various levels of membership Councilmember Dunne made a motion, seconded by Councilmember Powell, to approve the city’s annual membership renewal with Metro West Council of Government in the amount of $30,000 in order to maintain a membership with a council of governments comprised of far west suburban area municipalities organized to advance regional issues through intergovernmental problem solving and cooperation. Upon a roll call vote: Yeas: Councilmembers Dunne, Martinez, Powell, Rauschenberger, Steffen, and Mayor Kaptain. Nays: Councilmembers Gavin, Prigge, and Shaw. Adjourn to the City Council Meeting Councilmember Dunne made a motion, seconded by Councilmember Shaw, to adjourn and go into the City Council meeting. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Reconvene Councilmember Gavin made a motion, seconded by Councilmember Martinez, to reconvene the Committee of the Whole meeting. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Committee of the Whole June 10, 2015 Page 3 Consideration of Resolution Establishing Prevailing Wage Rates on Public Works Contracts Councilmember Steffen made a motion, seconded by Councilmember Powell, to approve moving forward with the adoption of a resolution establishing the prevailing wage rates on public works projects in accordance with the Illinois Department of Labor’s rate schedule. Upon a roll call vote: Yeas: Councilmembers Dunne, Martinez, Powell, Prigge, Rauschenberger, Steffen, and Mayor Kaptain. Nays: Councilmembers Gavin and Shaw. Consideration of Intergovernmental Agreement with South Elgin and Countryside Fire Protection District for Emergency Dispatch Services There was discussion regarding this regional effort and other potential opportunities for similar intergovernmental agreements. Councilmember Gavin made a motion, seconded by Councilmember Shaw, to approve an intergovernmental agreement with South Elgin and Countryside Fire Protection District to provide emergency dispatch services for annual revenue for the city in the amount of $98,535. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Announcements from Council Councilmember Rauschenberger noted that the Lord’s Park Zoo recently opened on June 6th and would continue to operate until mid-August. Announcements from Staff City Manager Stegall provided additional comments on the Code 2.0 presentation. Adjournment Councilmember Dunne made a motion, seconded by Councilmember Shaw, to adjourn the meeting. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
