The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 6:00 p.m.
in the Council Chambers. Present: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge,
Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Absent: None.
Approval of Minutes
Councilmember Powell made a motion, seconded by Councilmember Steffen, to approve the
minutes of the May 6, 2015, regular meeting. Upon a roll call vote: Yeas: Councilmembers
Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain.
Nays: None.
Councilmember Powell made a motion, seconded by Councilmember Gavin, to approve the
minutes of the May 9, 2015, special meeting. Upon a roll call vote: Yeas: Councilmembers
Dunne, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays:
None. Councilmember Prigge responded present.
Consideration of Metro West Council of Government Membership Renewal for May 2015
to April 2016
Councilmember Prigge made a motion, seconded by Councilmember Martinez, to remove the
item from the table. Upon a roll call vote: Yeas: Councilmembers Gavin, Martinez, Prigge, and
Shaw. Nays: Councilmembers Dunne, Powell, Rauschenberger, Steffen, and Mayor Kaptain.
Motion failed.
Consideration of Proposed Amendment to City Council Rules of Procedure
There was discussion regarding the proposed change to the city council rules in which
councilmembers may add items to the agenda.
Councilmember Shaw made a motion, seconded by Councilmember Steffen, to approve moving
forward with amending the City Council Rules of Procedure as outlined in the memo provided to
council. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell,
Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: Councilmember Prigge.

Consideration of Engineering Services Agreement with Trotter and Associates, Inc. for the
2015 Collector Street Resurfacing Program
Councilmember Gavin made a motion, seconded by Councilmember Steffen, to approve an
agreement with Trotter and Associates, Inc. in the amount of $234,664 for engineering services
to prepare, design, bid, and provide construction administration for the 2015 Collector Street
Resurfacing Program. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez,
Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
Consideration of Extension of Agreements with the Illinois Department of Transportation
for the Elgin Bikeway Route 4 Phase I
There was a discussion regarding the status and requirements of the agreement and funds spent to
date.
Councilmember Steffen made a motion, seconded by Councilmember Powell, to execute the
affidavit and amendment for the extension of the local agency agreement with Illinois
Department of Transportation for Elgin Bikeway Route 4 in order to enhance the community’s
infrastructure and safety by providing bike paths. Upon a roll call vote: Yeas: Councilmembers
Dunne, Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays:
Councilmember Prigge.
Consideration of Land Use Agreement with Elgin BMX Riders Association
Councilmember Gavin made a motion, seconded by Councilmember Steffen, to approve an
agreement with the Elgin BMX Riders Association to operate the BMX track located at the Elgin
Sports Complex. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell,
Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
Consideration of 2015 Youth Sports Capital Improvement Grants
There was a discussion about the requirements of this capital improvement grant program and the
locations where the funds would be used.
Councilmember Steffen made a motion, seconded by Councilmember Powell, to approve the
2015 Youth Sports Capital Improvement Grants as recommended by the Parks and Recreation
Advisory Board in the amount of $50,000 in order to provide financial assistance to Elgin-based
youth sports organizations. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin,
Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.

Consideration of Amendment of the Composition and Term Limits of the Elgin Heritage
Commission's Design Review Subcommittee
Councilmember Dunne made a motion, seconded by Councilmember Steffen, to move forward in
amending Chapter 3.70 of the Elgin Municipal Code entitled “Elgin Heritage Commission” to
enhance the effectiveness of the Design Review Subcommittee as it relates to the architectural
review of designated historic landmarks and properties within historic districts. Upon a roll call
vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw,
Steffen, and Mayor Kaptain. Nays: None.
Consideration of Amendment to Certain Sections of the Elgin Design Guideline Manual for
Landmarks and Historic Districts
There was a discussion regarding the changes to the guidelines regarding materials used and the
financial impact for homeowners.
Councilmember Dunne made a motion, seconded by Councilmember Gavin, to amend the Elgin
Design Guideline Manual for Landmarks and Historic Districts as referenced in Title 20 of the
Elgin Municipal Code related to the replacement of windows in order to serve residents of
historic districts and landmarks in preserving their historic properties. Upon a roll call vote:
Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen,
and Mayor Kaptain. Nays: None.
Consideration of Amendments to Title 20 of the Elgin Municipal Code entitled “Historic
Preservation”
Councilmember Dunne made a motion, seconded by Councilmember Steffen, to amend Title 20
of the Elgin Municipal Code entitled “Historic Preservation” to establish provisions for a
“Thematic Historic District” classification within the historic preservation ordinance. Upon a
roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger,
Shaw, Steffen, and Mayor Kaptain. Nays: None.
Consideration of Purchase of Electronic Speed Signs through the Illinois Department of
Transportation’s Safe Route to School Grant Award
Councilmember Dunne made a motion, seconded by Councilmember Steffen, to authorize the
purchase of three electronic speed displays in the amount of $24,000 as provided for in the “Safe
Route to School” grant agreement to facilitate speed reduction and awareness in school zones.
Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge,
Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.

Consideration of Engineering Services Agreement with B&W Control Systems Integration
for the Refresh and Migration of the Supervisory Control and Data Acquisition System
Councilmember Dunne made a motion, seconded by Councilmember Shaw, to award an
engineering services agreement to B&W Control Systems Integration in the amount of $34,030
for the refresh and migration of the Supervisory Control and Data Acquisition System in order to
update the hardware, the storage of data and the reliability of the water treatment plant control
systems. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge,
Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
Announcements from Council
Councilmember Steffen announced an upcoming rugby tournament being held at Kimball Middle
School on the weekend of July 11, 2015.
Councilmember Dunne thanked everyone involved in the various Memorial Day events, in
particular the Patriotic Memorial Association.
Councilmember Rauschenberger announced the Bikes and Bites event being held on May 30th
from 11:00 a.m. to 3:00 pm. on the Riverwalk. The event was sponsored by the Elgin Area
Convention and Visitors Bureau and would feature various food trucks and buskers.
Mayor Kaptain noted the 25th anniversary of Habitat for Humanity and announced their project to
build a new home in twenty five working days on Elma Avenue.
Announcements from Staff
Laura Valdez-Wilson, Management Analyst in the City Manager’s Office, announced upcoming
city events.

Councilmember Gavin made a motion, seconded by Councilmember Martinez, to adjourn the
meeting. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge,
Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
