HomeMy WebLinkAboutg - April 22, 2015 COW COMMITTEE OF THE WHOLE MEETING April 22, 2015 The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 6:00 p.m. in the Council Chambers. Present: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Steffen, and Mayor Kaptain. Absent: Councilmember Shaw. Approval of Minutes Councilmember Gavin made a motion, seconded by Councilmember Steffen, to approve the minutes of the April 8, 2015, regular meeting. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Steffen, and Mayor Kaptain. Nays: None. Consideration of Amendment to Redevelopment Agreement with Capstone Development Group, LLC for the Elgin Tower A resolution will be presented at tonight's Council meeting for adoption by the City Council. There was discussion regarding the proposed amendment to the development agreement allowing the developer to be compensated for the costs of architectural and design engineering plans in an amount not to exceed $121,600. There was also discussion regarding the cost and the ownership of the plans. Consideration of Contract with InfoSend, Inc. for the Printing and Mailing of Water Bills and Delinquency Notices Councilmember Gavin made a motion, seconded by Councilmember Steffen, to award a contract to Infosend, Inc. in the amount of $46,000 annually in order to reduce the time demand placed on customer service, ITS user support and central service staff and reduce postage expenditures through the use of outsourcing. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Steffen, and Mayor Kaptain. Nays: None. Consideration of Reuse of Available Neighborhood Stabilization Program Grant Funds Councilmember Powell made a motion, seconded by Councilmember Steffen, to convey the property at 212 Franklin Street and provide $450,000 in available Neighborhood Stabilization Program funds to Habitat for Humanity of Northern Fox Valley for the acquisition, rehabilitation/reconstruction and sale of five foreclosed, abandoned or blighted residential properties in Elgin. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Steffen, and Mayor Kaptain. Nays: None. Committee of the Whole April 22, 2015 Page 2 Consideration of Update to Mutual Aid Box Alarm System Agreement Councilmember Steffen made a motion, seconded by Councilmember Gavin, to authorize and update the Mutual Aid Box Alarm System agreement to provide speed of response of emergency resources to a stricken community during an ongoing emergency. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Steffen, and Mayor Kaptain. Nays: None. Consideration of Extension of Expiration Date of Elgin Enterprise Zone There was an overview on what an enterprise zone is, how businesses could participate and the types of projects that would qualify under the program. Councilmember Gavin made a motion, seconded by Councilmember Steffen, to extend the expiration of the Elgin Enterprise Zone by six months in accordance with amendments to Illinois Enterprise Zone Act to July 1, 2016. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Steffen, and Mayor Kaptain. Nays: None. Consideration of Metro West Council of Government Membership Renewal for May 2015 to April 2016 Councilmember Steffen made a motion, seconded by Councilmember Gavin, to table the membership with Metro West Council of Government to a later date. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Steffen, and Mayor Kaptain. Nays: None. Discussion Concerning Dog Fines (Councilman Prigge) Councilmember Prigge introduced a discussion regarding an examination of current collection practices for dog fines including fine negotiation and collection. Corporation Counsel Cogley outlined the current municipal code provisions for dog fines and the practice of negotiation fines at the adjudication hearings. There was discussion regarding payments, collection efforts, payment plans and community restitution options. Councilmember Prigge made a motion to cease the practice of negotiating down dog fines during the adjudication process. The motion failed for lack of a second. Councilmember Gavin made a motion, seconded by Councilmember Dunne, to instruct staff to Committee of the Whole April 22, 2015 Page 3 review the current ordinance in regards to the time length that a dog could be designated as vicious or dangerous. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Rauschenberger, Steffen, and Mayor Kaptain. Nays: Councilmember Prigge. Announcements from Council Councilmember Dunne encouraged local not for profit organization to apply for the Grand Victoria Foundation grant program. Councilmember Steffen announced upcoming homecoming rugby matches and noted that there would be a social event afterwards for those interested in learning about rugby. Councilmember Gavin announced the Lao Garden opening being held Friday April 24, 2015 at 412 Bluff City Boulevard. Councilmember Powell invited the public to attend the premiere of the Project 231 on April 26, 2015 at the Blizzard Theatre at Elgin Community College. She noted that the Project 231 was a historical documentary about African Americans in Elgin. Announcements from Staff Laura Valdez-Wilson, Management Analyst in the City Manager’s Office, announced upcoming city events. Debra Nawrocki, Chief Financial Officer, provided an overview on the Kane County tax billing issue and adjustment that was made to the current tax bills to correct the problem. Adjournment Councilmember Dunne made a motion, seconded by Councilmember Steffen, to adjourn the meeting. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Steffen, and Mayor Kaptain. Nays: None.
