COMMITTEE OF THE WHOLE MEETING
November 5, 2014
The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 6:00 p.m.
in the Council Chambers. Present: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge,
Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Absent: None.
Approval of Minutes
Councilmember Shaw made a motion, seconded by Councilmember Steffen, to approve the
minutes of the October 22, 2014, regular meeting. Upon a roll call vote: Yeas:
Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and
Mayor Kaptain. Nays: None.
2015 Budget Discussion
Assistant City Manager, Rick Kozal, provided an overview of the 2015 Budget discussions and
focused on the Strategic Plan and the Riverboat Fund. A copy of the presentation is on file in
the City Clerk’s office.
Mr. Kozal stated that the Strategic Plan is a blueprint for projects and is tied directly to the
budget. He provided an overview of tools available to the council to relate the Strategic Plan
information to their constituents.
He gave an overview on the River Boat fund and lease. He provided historical information on
how the riverboat funds had been used by the city in the past on items such as capital
improvements. Noting that the amount of revenue that will be received by the riverboat is
decreasing from its peak, staff was recommending changes such as removing the vehicle sticker
subsidy from the fund.
Mr. Kozal provided information on proposed strategic initiative projects that could utilize River
Boat funds. These projects included traffic signals, city hall security, street reconstruction
projects, public safety vehicles and mental health property design.
There was discussion about the budget and strategic plan information on the website,
Street resurfacing projects, Hemmens Cultural Center, ADA improvements, how economic
development funds are used, and the city’s property tax levy. Also discussed was the Dundee
Township assessment issues and impact on residential and business property owners.

Adjourn to the City Council meeting
Councilmember Gavin made a motion, seconded by Councilmember Dunne, to adjourn and start
the City Council meeting. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin,
Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
The meeting adjourned at 7:00 p.m.
Reconvene
Councilmember Gavin made a motion, seconded by Councilmember Martinez, to reconvene the
Committee of the Whole meeting. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin,
Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
The meeting reconvened at 7:28 p.m.
Consideration of Amendment No. 1 with Wills Burke Kelsey Associates, Ltd to Add Design
and Construction Administration Engineering Services for the 2014 Street Resurfacing
Project
Councilmember Dunne made a motion, seconded by Councilmember Steffen, to approve
Amendment No. 1 with Wills Burke Kelsey Associates, Ltd. in the amount of $230,351 to ensure
quality infrastructure and strengthen the city’s neighborhoods by administrating the construction
of a street resurfacing project. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin,
Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
Consideration of Agreement with Today’s Uniforms for Fire Department Uniforms (RFP
14-047)
Councilmember Dunne made a motion, seconded by Councilmember Martinez, to approve a
contract to Today’s Uniforms in the amount of $65,000 for a secure uniform supply for fire
department personnel. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez,
Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.

Consideration of Sole Source Agreement with Braniff Communications, Inc. and Federal
Signal Corporation for the Purchase and Installation of Battery Power Backup Systems for
Emergency Early Warning Sirens
Councilmember Gavin made a motion, seconded by Councilmember Steffen, to authorize a sole
source agreement with Braniff Communications, Inc. in the amount of $118,047 to provide a
dependable backup system for fifteen existing warning sirens to ensure public notification of a
possible tornado during storms which may have caused power outages. Upon a roll call vote:
Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw,
Steffen, and Mayor Kaptain. Nays: None.
Bike Lanes (Councilman Prigge - No Materials)
Councilmember Prigge asked for clarification regarding the marking of the designated bike
lanes. He noted that in different locations throughout the city the bike lane symbol was in
different areas of the roadways. Corporation Counsel Cogley explained that there are certain
standards for the road conditions that determine where the bike lane is located. The lane is
where the bike symbol is on the pavement,
Continued Discussion Concerning Bidder's Employee Utilization Form (Councilman Gavin
- No Materials)
Councilmember Gavin restated his concerns from the last council meeting about the use of the
Bidder’s Employee Utilization Form, in particular with the recent solid waste request for
proposal materials. He asked that staff prepare a financial analysis for the responsible bidder
ordinance.
Councilmember Gavin made a motion, seconded by Councilmember Shaw, directing staff to
prepare the necessary materials to repeal or amend section 3.12.100 “Affirmative Action; City
Contracts” of the Elgin Municipal Code.
Councilmember Dunne made a motion, seconded by Councilmember Steffen to table the matter
to a future date. Yeas: Councilmembers Dunne, Martinez, Powell, Rauschenberger Steffen, and
Mayor Kaptain. Nays: Councilmembers Gavin, Prigge, and Shaw.

Announcements from Council
Councilmember Powell announced the upcoming Tish-tini Fundraising event being held at the
Martini Room. The funds were being raised to support the 2-3-1 project.
Councilmember Dunne invited the public to attend the Veterans Day ceremonies at 11:00 a.m. at
Veterans Memorial Park. He stated that he would not be in attendance at the next meeting and
asked that he be allowed to participate electronically.
Mayor Kaptain passed along information on why Elgin was again the leader in housing starts in
the area. He noted the city’s diverse housing stock and a declining unemployment rate.
Councilmember Powell thanked staff and the volunteers that made the recent Nightmare on
Chicago Street a success.
Announcements from Staff
Laura Valdez-Wilson, Management Analyst in the City Manager’s Office, announced upcoming
city events.

Councilmember Steffen made a motion, seconded by Councilmember Shaw, to adjourn and go
into the Executive Session for the purpose of discussing the following matters. Upon a roll call
vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw,
Steffen, and Mayor Kaptain. Nays: None.
