HomeMy WebLinkAboutv - October 22, 2014 COW COMMITTEE OF THE WHOLE MEETING October 22, 2014 The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 6:00 p.m. in the Council Chambers. Present: Councilmembers Dunne (arrived at 6:10 p.m.), Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Absent: None. Approval of Minutes Councilmember Gavin made a motion, seconded by Councilmember Steffen, to approve the minutes of the October 8, 2014, regular meeting. Upon a roll call vote: Yeas: Councilmembers Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Consideration of Refuse, Recyclables and Yard Waste Collection Services (RFP 14-036) Dan Ault, Senior Management Analyst, provided a presentation on the Refuse, Recyclables, and Yard Waste Collection Services RFP process. He gave an overview of the current program and prices. He outlined the RFP, number of responses and the alternate bid information. A copy of the presentation is on file in the City Clerk’s office. There was discussion about what factors impact the cost of the service, costs for leaf pick up, use of the transfer station, the proposed terms of the agreement, the frequency of pickups, the sticker program and the alternate bid options. Also discussed was the bidder’s employee utilization form and how the city used this data. City Manager Stegall stated information would be gathered and the topic would be placed on an upcoming Committee of the Whole meeting agenda. Councilmember Gavin made a motion, seconded by Councilmember Shaw, to approve Waste Management as the preferred vendor for comprehensive refuse, recyclable and yard waste collection services to Elgin residents. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Committee of the Whole October 22, 2014 Page 2 Consideration of Engineering Services Agreement with Baxter and Woodman for the 2014- 2018 National Pollution Discharge Elimination System Phase 2 Storm Water Permit Compliance Project Councilmember Dunne made a motion, seconded by Councilmember Martinez, to approve an agreement with Baxter and Woodman in the amount of $491,230 over a five year period to provide engineering services required to maintain compliance with the federally mandated National Pollution Discharge Elimination System permit program. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Consideration of Development Agreement with Hansen Plastics Corporation Councilmember Gavin made a motion, seconded by Councilmember Martinez, to approve the development agreement with Hansen Plastics Corporation to induce an existing Elgin-based manufacturing company to expand into a new, 136,000 square-foot commercial and industrial spec building that will create approximately thirty new manufacturing jobs. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Announcements from Council Councilmember Prigge provided information about the upcoming Pet Expo being held at the Hemmens Cultural Center on November 1st from 11 a.m. – 4 p.m. Councilmember Dunne reminded residents of the upcoming time change and to check the batteries in their smoke detectors. Councilmember Steffen provided an update on the Elgin Rugby team including upcoming games for the boy’s and girl’s teams. Announcements from Staff Laura Valdez-Wilson, Management Analyst in the City Manager’s Office, announced upcoming city events. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
