COMMITTEE OF THE WHOLE MEETING
October 8, 2014
The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 6:00 p.m.
in the Council Chambers. Present: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge,
Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Absent: None.
Approval of Minutes
Councilmember Shaw made a motion, seconded by Councilmember Gavin, to approve the
minutes of the September 24, 2014, regular meeting. Upon a roll call vote: Yeas:
Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and
Mayor Kaptain. Nays: None.
Consideration of Letter of intent and Lease Agreement with the Elgin Charter School
Initiative, also known as the Elgin Math and Science Academy, for the Purpose of
Establishing a Charter School at 515 Sports Way
There was discussion regarding the terms of the lease, the process with the state, the cost to the
city, and the responsibility of maintenance for the property.
A resolution will be presented at tonight's Council meeting for adoption by the City Council.
Budget Presentation
City Manager Stegall provide a presentation regarding the upcoming 2015 budget process and
outlined the challenges and timetable for discussions. A copy of the presentation is on file in the
City Clerk’s office.
Consideration of Resolution Determining Property at 1717 Gifford Road is Appropriate
for Cook County Class 6b Property Tax Incentive
Councilmember Steffen made a motion, seconded by Councilmember Shaw, to adopt a
resolution supporting a request by The Packaging Wholesalers to obtain a Cook County Class 6b
tax incentive for financial assistance with the approximately $3 million rehabilitation of the
property at 1717 Gifford Road formerly occupied by Ball Aerosol and Specialty Container, Inc.
Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Prigge, Powell,
Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.

Consideration of Metro West Council of Government Annual Membership Renewal
There was discussion regarding the services provided with the annual membership, the cost of
the membership, and the pros and cons of being part of this regional group.
Councilmember Powell made a motion, seconded by Councilmember Steffen, to approve the
city’s annual membership with the Metro West Council of Government in the amount of $30,000
to advance regional issues through intergovernmental problem solving and cooperation. Upon a
roll call vote: Yeas: Councilmembers Dunne, Martinez, Powell, Rauschenberger, and Mayor
Kaptain. Nays: Councilmembers Gavin, Prigge, and Shaw.
Consideration of Engineering Services Agreement with Burns and McDonnell for the West
Pressure Zone Connectivity Project
Councilmember Gavin made a motion, seconded by Councilmember Steffen, to award the
engineering services agreement to Burns and McDonnell in the amount of $201820 for the West
Pressure Zone Connectivity Project to improve the city’s water distribution infrastructure to
adequately provide water flow, pressure, quality and reliability to residents. Upon a roll call vote:
Yeas: Councilmembers Dunne, Gavin, Martinez, Prigge, Powell, Rauschenberger, Shaw, Steffen,
and Mayor Kaptain. Nays: None.
Announcements from Council
Councilmember Powell reminded residents about the Community Carnival being held that
weekend across from the Gail Borden Public Library.
Councilmember Rauschenberger announced that the Kane County Foreclosure Task Force would
be holding a session on December 6th at Dundee Crown High School.
Councilmember Dunne announced a seminar on “How to Run for Office” being held at the
YWCA on October 18th.
Announcements from Staff
Laura Valdez-Wilson, Management Analyst in the City Manager’s Office, announced upcoming
city events.

Adjournment
Councilmember Dunne made a motion, seconded by Councilmember Shaw, to adjourn the
meeting. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge,
Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
The meeting adjourned at 7:25 p.m.
