COMMITTEE OF THE WHOLE MEETING
September 10, 2014
The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 6:00 p.m.
in the Council Chambers. Present: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge,
Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Absent: None.
Approval of Minutes
Councilmember Shaw made a motion, seconded by Councilmember Steffen, to approve the
minutes of the August 27, 2014, regular meeting. Upon a roll call vote: Yeas: Councilmembers
Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain.
Nays: None.
Neighborhood Housing Services Presentation Regarding Naming a City Space Trillium
Park
May Lu Seidel gave a presentation regarding the project to improve a community space. A copy
of the presentation is on file in the City Clerk’s office. She indicated the time line in the
creation of the space and the number of volunteer hours invested in the project.
Introduction of EDG Director Tony Lucenko
Tony Lucenko, EDG Director, provided the city council with information on his experience,
plans for future, and how he will provide the deliverables as outlined in the service agreement.
Staff Update on Solid Waste Request for Proposal Process
Dan Ault, Senior Management Analyst, provided an overview of the proposal and the next steps
in the selection process. It was anticipated the final recommendations would be presented to the
City Council at the end of October.
Consideration of Agreement with Equipment Management Company for the Purchase of
Three Genesis Extrication Combination Tools
Councilmember Gavin made a motion, seconded by Councilmember Steffen, to authorize the
purchase of three extrication tools from Equipment Management Company in the amount of
$27,185 to provide equipment to be utilized for transportation accidents where victims need to be
extricated from their vehicle or other confined space. Upon a roll call vote: Yeas:
Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and
Mayor Kaptain. Nays: None.

Consideration of Acceptance of the Edward Byrne Memorial Grant for Technology-
Related Purchases
Councilmember Shaw made a motion, seconded by Councilmember Martinez, to approve the
agreement between the cities of Aurora, Elgin, Kane County and the U.S. Department of Justice
for the grant funding of technology-related purchases in the amount of $18,079 to increase police
operational efficiencies and transparency with improved technology. Upon a roll call vote: Yeas:
Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and
Mayor Kaptain. Nays: None.
Consideration of Resolution Supporting the Establishment of a Charter School in Elgin
Councilmember Shaw presented a draft resolution supporting the establishment of a charter
school in Elgin. There was discussion regarding the intent and timing of the resolution. There
were concerns that this was a policy decision for the school district and that the district included
other communities outside of Elgin.
There was discussion about the pros and cons of charters schools. It was noted that this was a
non-binding resolution with no funding commitment involved. The draft resolution was edited
to reflect the concept of a charter school in Elgin and not any specific group’s application.
Councilmember Steffen made a motion, seconded by Councilmember Gavin, to move forward
with formulating a policy position concerning the establishment of a charter school in Elgin.
Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Prigge, Rauschenberger, Shaw,
Steffen, and Mayor Kaptain. Nays: Councilmembers Martinez and Powell.
Announcements from Council
Councilmember Shaw thanked city staff for their hard work in cleaning up after recent severe
storms. He noted the positive feedback he had received from residents regarding the clean-up.
Councilmember Steffen commented on the staff’s clean-up efforts and noted the excellent
communication from the city about the storm and the related clean-up.
Councilmember Gavin announced a candidate forum being held on October 6th at 7:00 p.m. at
Zion Lutheran Church, 330 Griswold Street.
Councilmember Dunne thanked staff for their efforts in storm clean-up. He commended the
cooperation among the departments.

Councilmember Rauschenberger also thanked staff for their efforts in storm clean-up. She also
invited residents to participate in the Elgin Fringe Festival with various performances throughout
the weekend.
Mayor Kaptain provided the feedback he heard from those in attendance at the house walk held
the Saturday after the storm. He also commented on ComEd’s efforts to restore power to the
area.
City Manager Stegall also thanked staff for all of their hard work and effort to clean-up after the
storm. He asked residents for their continued patience, in particular with parkway damage.
Finally he clarified why there were no warning sirens sounded, noting that the sirens provide
early warning and this particular storm came up to fast to sound the sirens.
Announcements from Staff
Laura Valdez-Wilson, Management Analyst in the City Manager’s Office, announced upcoming
city events.
Adjournment
Councilmember Gavin made a motion, seconded by Councilmember Martinez, to adjourn the
meeting. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge,
Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
