HomeMy WebLinkAboutr - August 27, 2014 COW COMMITTEE OF THE WHOLE MEETING August 27, 2014 The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 6:00 p.m. in the Council Chambers. Present: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Absent: None. Approval of Minutes Councilmember Gavin made a motion, seconded by Councilmember Steffen, to approve the minutes of the August 13, 2014, regular meeting. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, and Mayor Kaptain. Nays: None. Councilmember Steffen abstained. Consideration of Agreement with Elgin Community College, School District U-46, School District 301, United Way of Elgin and Grand Victoria Foundation for the Alignment USA Education Initiative There was discussion about the level of funding the other participants would be providing and the staffing required for the initiative. Councilmember Steffen made a motion, seconded by Councilmember Powell, to approve funding of the Alignment USA Education Initiative partnership with Elgin Community College, School District U-46, School District 301, the United Way of Elgin, and the Grand Victoria Foundation in the amount of $15,000 per year for three years to cover the shared support costs associated with the establishment of the organization. Upon a roll call vote: Yeas: Councilmembers Gavin, Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: Councilmember Dunne. Councilmember Prigge abstained. Consideration of Sub-Recipient Agreements with Various Not-for-Profit Organizations for 2014 Community Development Block Grant (No cost to the City) Councilmember Prigge asked that the recipients hold their fundraising events in the City of Elgin. Councilmember Dunne made a motion, seconded by Councilmember Shaw, to approve the execution of Program Year 2014 Community Development Block Grant Sub-Recipient Agreements with various not-for-profit organizations. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Prigge, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Committee of the Whole August 27, 2014 Page 2 Consideration of Agreement with Motorola Solutions for Purchase of Real Time Information Center—Video Management System Chief Jeff Swoboda, Commander Ana Lalley and Sergeant Jim Bisceglie provided a presentation and a demonstration about the Video Management System. (A copy of the presentation is on file in the City Clerk’s office.) There was discussion regarding ongoing costs, privacy issues, determining the location of the cameras and retention of the materials. Councilmember Dunne made a motion, seconded by Councilmember Gavin, to approve the purchase of the Motorola Solutions Real Time Information Center—Video Management System in the amount of $159,301 to create a video management system to increase viewing and storing abilities for video to enhance crime prevention and crime solving abilities, along with providing proactive identification and deployment of resources for the police department and other city departments. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Prigge, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Consideration of Regulations Concerning Keeping Chickens Within the City There was discussion regarding the sale of chickens, the impact this change would have on the Code Department, and feedback that was received from residents regarding the issue. It was noted that there would be a limit on the number of permits and that the pilot program would be for one year. Councilmember Shaw made a motion, seconded by Councilmember Martinez, to approve trial regulations beginning in 2015 that will permit a limited number of residents to keep chickens in the rear yards of single-family dwellings and create a community that allows residents to make choices related to sustainable living and local food production. Upon a roll call vote: Yeas: Councilmembers Martinez, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: Councilmembers Dunne, Gavin, and Prigge Announcements from Council Councilmember Prigge invited the Chamber of Commerce’s new Economic Development Director to an upcoming City Council meeting. Mayor Kaptain stated that Standard and Poor’s recently gave the City of Elgin a AA+ rating and noted the reasons that they cited for the rating. Committee of the Whole August 27, 2014 Page 3 Councilmember Powell thanked staff for their work on IFest which, despite the weather cancelling much of the day’s activities, was a great event. Councilmember Rauschenberger reminded residents about the 16th Judicial Circuit of Kane County’s Residential Foreclosure Mediation Program and provided the contact information. Councilmember Martinez thanked staff for the efforts in putting together IFest, and despite the weather thought there was a good turnout. Councilmember Shaw stated his position on charter schools and noted he would be bringing forward a resolution in support of having a charter school in Elgin. Announcements from Staff Laura Valdez-Wilson, Management Analyst in the City Manager’s Office, announced upcoming city events. Adjournment Councilmember Shaw made a motion, seconded by Councilmember Steffen to adjourn the meeting.
