HomeMy WebLinkAboutq - August 13, 2014 COW COMMITTEE OF THE WHOLE MEETING August 13, 2014 The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 6:00 p.m. in the Council Chambers. Present: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, and Mayor Kaptain. Absent: Councilmember Steffen. Approval of Minutes Councilmember Dunne made a motion, seconded by Councilmember Shaw, to approve the minutes of the July 23, 2014, regular meeting. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, and Mayor Kaptain. Nays: None. Consideration of Acceptance of Public Improvements within Providence Unit 2C Subdivision Councilmember Powell made a motion, seconded by Councilmember Gavin, to approve the acceptance of the public improvements for ownership and maintenance in Providence Unit 2C Subdivision with an estimated five-year maintenance cost of $48,320 to fulfill the city’s obligation to maintain reliable infrastructure for serving businesses and residents. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Prigge, Powell, Rauschenberger, Shaw, and Mayor Kaptain. Nays: None. Consideration of Agreement with Pulte Home Corporation Regarding the Completion and Acceptance of Certain Public Improvements in Shadow Hill Subdivision Unit 4 Councilmember Gavin made a motion, seconded by Councilmember Shaw, to enter into an agreement with Pulte Home Corporation regarding the completion and acceptance of certain public improvements in Shadow Hill Subdivision Unit 4 in order to provide residents with reliable infrastructure. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Prigge, Powell, Rauschenberger, Shaw, and Mayor Kaptain. Nays: None. Consideration of Acceptance of the Illinois Department of Transportation “Local Alcohol Program” Grant for Drunk Driving Enforcement Councilmember Dunne made a motion, seconded by Councilmember Martinez, to approve the agreement with the Illinois Department of Transportation and to accept the grant award in the amount of $12,570 to continue making the roadways safer by providing a high level of drunken driving enforcement. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Prigge, Powell, Rauschenberger, Shaw, and Mayor Kaptain. Nays: None. Committee of the Whole August 13, 2014 Page 2 Consideration of Approval to Hold a Pet Services Expo Aaron Cosentino, Senior Management Analyst, provided information on the proposed Pet Services Expo. He indicated that it would be held in conjunction with the pet vaccination event and would include pet related vendors. Councilmember Prigge made a motion, seconded by Councilmember Dunne, to approve and host a Pet Services Expo for Elgin and surrounding residents. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Prigge, Powell, Rauschenberger, Shaw, and Mayor Kaptain. Nays: None. Consideration of Sole Source Agreement with Smith Ecological Systems for the Purchase of One Lime Slaker and Two Lime Feeders at the Leo Nelson Riverside Water Treatment Plant Councilmember Dunne made a motion, seconded by Councilmember Shaw, to award a contract to Smith Ecological Systems in the amount of $188,593 for the purchase of one lime slaker and two lime feeders to replace the aging equipment at the Leo Nelson Riverside Water Treatment Plant to continue to provide the city with the ability to soften the water. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Prigge, Powell, Rauschenberger, Shaw, and Mayor Kaptain. Nays: None. Consideration of City Support for the Ride in Kane Program with Pace Councilmember Dunne made a motion, seconded by Councilmember Martinez, to remove the item from the table for consideration. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Prigge, Powell, Rauschenberger, Shaw, and Mayor Kaptain. Nays: None. There was discussion regarding the reasons behind the increase, the options to reduce the costs of the program, how to implement any changes and the timing of the changes. There was discussion about the study being conducted by Kane County with a grant from the RTA, including what data would be collected and when it would be completed Councilmember Dunne made a motion, seconded by Councilmember Powell, to partner with Pace by contributing to the Ride in Kane program in the amount of $135,000 which provides door-to-door transportation service for senior citizens and persons with disabilities, and starting on October 1, 2014 restrict the ride to medical, job related, grocery, and pharmacy until further information is provided from the study Kane County is conducting. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Prigge, Powell, Rauschenberger, Shaw, and Mayor Kaptain. Nays: None. Committee of the Whole August 13, 2014 Page 3 Announcements from Council Councilmember Powell announced the Zombie 5K being held on Saturday October 25th to benefit the Boys and Girls Club. Councilmember Prigge announced a benefit for retired Sergeant Tom Linder to be held on August 28th from 5p.m. – 7 p.m. Announcements from Staff Laura Valdez-Wilson, Management Analyst in the City Manager’s Office, announced upcoming city events. Adjournment Councilmember Dunne made a motion, seconded by Councilmember Shaw, to adjourn the meeting. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, and Mayor Kaptain. Nays: None.
