HomeMy WebLinkAboutl - June 11, 2014 COW COMMITTEE OF THE WHOLE MEETING June 11, 2014 The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 6:00 p.m. in the Council Chambers. Present: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Absent: None. Approval of Minutes Councilmember Steffen made a motion, seconded by Councilmember Gavin, to approve the minutes of the May 28, 2014, regular meeting. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Hope Fair Housing Presentation Regarding June 12 Launch of Ad Campaign Anne Houghtaling, HOPE Executive Director, provided the council with a presentation regarding the upcoming ad campaign. A copy of the presentation is on file in the City Clerk’s office. She provided a history of how the funds were obtained, why Elgin was chosen and a summary of the project. Consideration of Resolution Establishing Prevailing Wage Rates on Public Works Contracts Councilmember Gavin noted that this was an unfunded state mandate and there was a cost to the city to establish the prevailing wage rates. Councilmember Steffen made a motion, seconded by Councilmember Powell, to approve the establishment of the prevailing wage rates on public works projects in accordance with the Illinois Department of Labor’s rate schedule. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Prigge, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Consideration of Engineering Services Agreement with RK Johnson and Associates, Inc. for 2014-2019 Combined Sewer Overflow National Pollution Discharge Elimination System Permit Compliance Councilmember Gavin made a motion, seconded by Councilmember Steffen, to approve a contract with RK Johnson and Associates, Inc. in the amount of $99,520 for a multi‐year agreement to assist the city with compliance of the Illinois Environmental Protection Agency Committee of the Whole June 11, 2014 Page 2 National Pollution Discharge Elimination System permit requirements. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Prigge, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Consideration of Contract with M.E. Simpson Company for High Zone Leak Detection Services Councilmember Dunne made a motion, seconded by Councilmember Steffen, to approve a contract with M. E. Simpson Company in the amount of $27,060 for completion of all services necessary to detect and pinpoint leaks in the city’s water distribution system high zone. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Prigge, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Consideration of Law Enforcement Mutual Aid Agreement with the Illinois Law Enforcement Alarm System Councilmember Dunne made a motion, seconded by Councilmember Gavin, to approve the intergovernmental agreement to continue to provide and receive mutual aid with other law enforcement agencies in the State through the Illinois Law Enforcement Alarm System. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Prigge, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Consideration of Three-Year Lease Agreement with 164 Division St. LLC for the Elgin Arts Showcase Kerri Malone, Elgin Art Showcase Coordinator, made a brief presentation noting upcoming events and the importance of the arts to the city. Councilmember Dunne expressed his concerns regarding the outstanding life safety issues. There was discussion regarding the level of usage of the showcase, the total ticket sales, and a provision in the lease regarding when the life safety issues must be corrected and the consequences if the provision is not met. Councilmember Steffen made a motion, seconded by Councilmember Powell, to approve a three‐year lease agreement with 164 Division St. LLC for the continued use of the Elgin Arts Showcase in the amount of $130,900 over the term of the lease in order to continue to provide cultural arts opportunities and attract visitors to Downtown Elgin. Upon a roll call vote: Yeas: Councilmembers Gavin, Martinez, Prigge, Powell, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: Councilmember Dunne. Committee of the Whole June 11, 2014 Page 3 Announcements from Council Councilmember Gavin reminded residents that Saturday June 14th was Flag Day and encouraged residents to fly the U.S. Flag. Councilmember Rauschenberger announced a Mortgage Relief Event to be held at Elgin Community College from 9:00 a.m. to 1:00 p.m. on June 14, 2014. Mayor Kaptain noted that this was Colleen Lavery’s, Chief Financial Officer, last meeting and thanked her for her service to the city. Announcements from Staff Laura Valdez-Wilson, Management Analyst in the City Manager’s Office, announced upcoming city events. Adjournment Councilmember Steffen made a motion, seconded by Councilmember Shaw, to adjourn the meeting. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Martinez, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
