HomeMy WebLinkAboutf - February 26, 2014 COW COMMITTEE OF THE WHOLE MEETING February 26, 2014 The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 6:00 p.m. in the Council Chambers. Present: Councilmembers Gavin, Moeller, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Absent: Councilmember Dunne. Approval of Minutes Councilmember Moeller made a motion, seconded by Councilmember Shaw, to approve the minutes of the February 12, 2014, regular meeting, as corrected. Upon a roll call vote: Yeas: Councilmembers Gavin, Moeller, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Elgin Gang and Drug Task Force Presentation Members of the Elgin Gang and Drug Task Force provided a history of the group’s efforts and future programs and partnerships. The presentation is on file in the City Clerk’s office. There was discussion about rebranding, communications, and the data that is obtained via surveys. Growing for Kane Presentation Janice Hill and Jackie Forbes, planners for Kane County, provided the history and the goals of the Growing for Kane Program. The presentation is on file in the City Clerk’s office. There was discussion regarding the land use plans and if that could be incorporated into the city’s comprehensive plan and how the city could utilize the Health Impact Assessment. Consideration of 2014 Riverboat Grant Award Program Recommendations Councilmember Powell made a motion, seconded by Councilmember Rauschenberger, to table the 2014 Riverboat Grants. Upon a roll call vote: Yeas: Councilmembers Moeller, Powell, Rauschenberger, Steffen, and Mayor Kaptain. Nays: Councilmembers Gavin, Prigge and Shaw. Consideration of Agreements with Marketplace Media Group and The Strathmore Company for 2014 Neighbor Newsletter Design, Printing and Mailing Services There were questions regarding the frequency of the newsletter and opportunities to opt out of receiving a hard copy. Committee of the Whole February 26, 2014 Page 2 Councilmember Moeller made a motion, seconded by Councilmember Powell, to approve agreements with Marketplace Media Group and The Strathmore Company in the amount of $72,600 for the creation, printing and mailing of five issues of the 2014 Neighbor Newsletter in order to improve communications with Elgin residents through a periodic print publication. Upon a roll call vote: Yeas: Councilmembers Gavin, Moeller, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Consideration of Agreement with Zoll Medical Corporation for the Purchase of Three Cardiac Monitors with Related Components Councilmember Gavin made a motion, seconded by Councilmember Moeller, to authorize the purchase of three cardiac monitors and associated hardware components in the amount of $84,232 from Zoll Medical Corporation in order to increase paramedic efficiencies due to technological advancements. Upon a roll call vote: Yeas: Councilmembers Gavin, Moeller, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Consideration of Agreement with Zoll Data Systems for the Purchase of Electronic Patient Care Reporting Software Councilmember Moeller made a motion, seconded by Councilmember Steffen, to authorize the purchase of electronic patient care reporting software in the amount of $64,560 from Zoll Medical Corporation in order to increase efficiency, reduce liability, and decrease workload of 911 center operators. Upon a roll call vote: Yeas: Councilmembers Gavin, Moeller, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Consideration of Agreement with Poplar Creek Townhouses Cooperative, d/b/a Crestwood of Elgin, for Traffic Enforcement on the Corporation’s Privately Owned Streets Councilmember Powell made a motion, seconded by Councilmember Steffen, to consider adopting an amendment that will provide consistent enforcement of Elgin’s traffic laws in the Crestwood residential area that is situated within the Poplar Creek subdivision, thereby providing a safer environment. Upon a roll call vote: Yeas: Councilmembers Gavin, Moeller, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Committee of the Whole February 26, 2014 Page 3 Consideration of Agreement with Hispanic Housing Development Corporation, d/b/a Squire Village Apartments of Elgin, for Traffic Enforcement on the Corporation’s Privately Owned Streets Councilmember Gavin made a motion, seconded by Councilmember Moeller, to consider adopting an amendment that will provide consistent enforcement of Elgin’s traffic laws in the Squire Village residential area that is situated within the Poplar Creek subdivision, thereby providing a safer environment. Upon a roll call vote: Yeas: Councilmembers Gavin, Moeller, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Consideration of Contract with B.M.K. Veterinary Associates (d/b/a Golf Rose Animal Services) for Sheltering Impounded Animals There was discussion regarding the cost increase, the lack of service providers, and transportation and personnel costs. Councilmember Steffen made a motion, seconded by Councilmember Shaw, to approve the proposed contract with Golf Rose Animal Services in the amount of $72,000 to provide housing and care for stray animals impounded by the police department as well as animals impounded due to animal welfare investigations. Upon a roll call vote: Yeas: Councilmembers Gavin, Moeller, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Consideration of Renaming of Old Kiwanis Park Councilmember Moeller made a motion, seconded by Councilmember Gavin, to approve the recommendation from the Parks and Recreation Advisory Board to change the park’s name to Willow Creek Park. Upon a roll call vote: Yeas: Councilmembers Gavin, Moeller, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Contract with Andres Medical Billing, Ltd. for Emergency Medical Service Billing, Collection and Management Reporting Councilmember Moeller made a motion, seconded by Councilmember Steffen, to continue the contract with Andres Medical Billing, Ltd. to the next meeting. Upon a roll call vote: Yeas: Councilmembers Gavin, Moeller, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Committee of the Whole February 26, 2014 Page 4 Job Order Contracting (Councilman Prigge - No Materials) Councilmember Prigge asked City Manager Stegall to provide further details to the process for deciding to utilize job order contracting or a standard bid. Mr. Stegall outlined the criteria used in determining which method is utilized and noted often it is a matter of the timing of the project. Dania DeNye, Purchasing Officer, provided further details on the procedures used by the City of Naperville to determine the pricing under job order contracting. Rich Hoke, Building Maintenance Supervisor, provided a detailed account on how a project moves through the bid process. He noted that it can take several months and there is often savings realized in using job order contracting. There was discussion about options for the city to set up their own job order contracting and opportunities for local businesses to participate. Announcements from Council Councilmember Prigge recognized the recipients of the recent Police Department Annual Awards. He also noted that there would be no PACE bus service available on the 4th of July as they would be on a holiday schedule. Councilmember Moeller thanked the Police Department and specifically Detective Ray Bennett for their work on the cash for gold ordinances. She noted that the ordinance is being seen as a model to be used in other communities. Councilmember Rauschenberger announced, as part of the Food for Thought Film Series, the screening of a documentary called “The Greenhorns” is being shown at the Side Street Studios on March 13, 2014. Councilmember Powell provided an update on the latest accomplishments of the GOT ROBOT team including winning the 2013 Inspire Award and an upcoming regional competition in Iowa. Mayor Kaptain stated that on March 1st from 10:00 a.m. to 3:00 p.m. the Chamber of Commerce was hosting Hablamos Espanol Expo at the Centre of Elgin. He also noted that on March 2nd at the First Methodist Church a concert was being held to benefit Love Elgin Day. Committee of the Whole February 26, 2014 Page 5 Announcements from Staff Cherie Murphy, Assistant to the City Manager for Community Engagement, announced upcoming city events. Adjournment Councilmember Steffen made a motion, seconded by Councilmember Moeller, to adjourn the meeting.
