HomeMy WebLinkAbouta - January 8, 2014 COW COMMITTEE OF THE WHOLE MEETING January 8, 2014 The regular Committee of the Whole meeting was called to order by Mayor Kaptain at 6:00 p.m. in the Council Chambers. Present: Councilmembers Dunne, Gavin, Moeller, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Absent: None. Approval of Minutes Councilmember Gavin made a motion, seconded by Councilmember Dunne, to approve the minutes of the December 18, 2013, regular meeting. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Moeller, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None. Program Year 2014 Community Development Block Grant – First Public Hearing Mayor Kaptain declared the public hearing open. Marc Mylott, Community Development Director, provided a background on the Community Development Block Grant program and how many applications had been received. There were representatives from two of groups that made comments on the previously submitted applications. There were no new applications submitted. Mayor Kaptain declared the public hearing closed. Marc Mylott, Community Development Director, outlined the timeline for the next steps in the approval process. Announcements from Council Councilmember Powell thanked members of Public Works Department for all of their hard work and efforts during the recent winter weather events. Councilmember Dunne reminded citizens to use safe heating sources and noted that the Police Department building is a warming center. Councilmember Rauschenberger invited residents to attend a film festival, featuring the film Forks Over Knives, being held at the Gail Borden Public Library at 6:30 p.m. on January 9th. Mayor Kaptain noted two upcoming events to celebrate Martin Luther King Jr. Day. A prayer breakfast would be held on Saturday, January 18th at Elgin Community College and on Sunday, January 19th at 4:00 p.m. a program would be held at the Hemmens Cultural Center. Adjournment Councilmember Moeller made a motion, seconded by Councilmember Steffen, to adjourn and go into the Executive Session for the purpose of discussing the following matters. Upon a roll call vote: Yeas: Councilmembers Dunne, Gavin, Moeller, Powell, Prigge, Rauschenberger, Shaw, Steffen, and Mayor Kaptain. Nays: None.
